This begins our hearings on the 1972 budget requests for the Forest Service. We are delighted to welcome the Forest Service. For those of you who have not met our committee members I will reintroduce to you our distinguished ranking minority member, Joe McDade from Pennsylvania. Joe, it's particularly fitting to welcome you this morning. You have served on the committee ever since I have been chairman and replaced Mr. Reifel, who retired. A particularly warm welcome to you. It's a pleasure to serve with you. Mr. McDADE. Thank you, Madam Chairman. It has been my good fortune to serve with you during your tenure as chairman of this committee. Mrs. HANSEN. It is a pleasure to welcome back Jack Flynt of Georgia, who is now the ranking Democrat on the committee. It is also a pleasure to welcome back Mr. Dave Obey from the State of Wisconsin and a new member, Mr. Nick Galifianakis from North Carolina. To my far right is my very distinguished neighbor and colleague from the State of Oregon, Wendell Wyatt. Wendell, it's a pleasure to have you back. Mr. WYATT. Thank you, Madam Chairman. Mrs. HANSEN. The committee is very happy to welcome Mr. Cowden, the Assistant Secretary of Agriculture, and Mr. Cliff, the Chief of the U.S. Forest Service. Mr. Cliff, do you want to introduce your staff, most of whom are known to the committee. I see some new people with you today. (1) INTRODUCTION OF STAFF Mr. CLIFF. Yes; I would be delighted to introduce the staff. Arthur W. Greeley, Associate Chief of the Forest Service; E. W. Schultz is Deputy Chief in charge of Administration; Mr. M. M. Nelson is Deputy Chief in charge of the National Forest System programs; Dr. Keith Arnold is Deputy Chief in charge of Research; Dr. Tom Nelson is the Associate Deputy Chief for State and Private Forestry; Chester A. Shields is now the Associate Deputy Chief for Administration. He is replacing Gordon Fox who is retiring this week. Gordon has served in the Department for about 40 years. This is the first time in many years that he hasn't appeared with us when we have presented our budget. TRIBUTE TO FOREST SERVICE RETIREES Mrs. HANSEN. The committee is going to miss Mr. Fox. Will you please extend the best wishes of the committee to Mr. Fox on his retirement. Also, I think, it would be well to extend the committee's best wishes to Mr. Howard Johnson, the regional forester who has just retired. Mr. CLIFF. Yes; we will be happy to do that. Mrs. HANSEN. Also, extend the committee's best wishes to Mr. William Irby, the budget officer, Mr. Payne, Mr. Nordwall, Mr. Iverson, and Mr. Lane on their retirements. Mr. CLIFF. We would be most happy to do that. We have Mr. Payne's successor here, John W. Deinema, who was our regional forester in California. We brought him to take Mr. Payne's position as Associate Deputy Chief for the National Forest System. William Irby has been succeeded by William Campbell who has been on our staff before. We sent him out to the Southwest as fiscal agent and he has now come back to be our budget officer. Mr. M. B. Dickerman, the Associate to Dr. Arnold and Richard F. Droege, who is an Associate Deputy Chief, National Forest System. That completes the list. Thank you for giving me this opportunity. I think we do have a good team, although we have lost some very stalwart and very valuable people through retirement this past year. Mrs. HANSEN. The committee is sorry to see them retire, but we do wish them a very happy retirement. I imagine they are glad to be out of the bureaucratic struggle. What do you think? Mr. CLIFF. I couldn't say as to that. Mrs. HANSEN. Mr. Nelson? Mr. M. NELSON. Mr. Payne is over in Indonesia on assignment for the State Department. Mrs. HANSEN. I understand Mr. Fox is going to South America. Mr. CLIFF. He will be. He is quite interested in Latin America forestry and will be continuing work in that area. Mrs. HANSEN. We are very delighted to have Assistant Secretary Cowden of the Department of Agriculture with us today. Please proceed with your statement. |
