12. lappuse - Thank you, Mr. Chairman, and members of the committee. It is a real pleasure for me to be back with the committee participating in its important work.
18. lappuse - The planning that is a part of the programing would be simplified considerably as well. Since these payments are basically made as a reward for compliance in the programs, it does not seem to us to be particularly reasonable to assume that the farmer has not complied at the time he has planted his acreage within this allotment. The change in departmental procedures to permit certification of compliance with only spot checking to determine whether or not the farmers were in compliance indicates that...

Our next witness will be Mr. Harry L. Graham, legislative representative of the National Grange. STATEMENT OF HARRY L. GRAHAM, LEGISLATIVE REPRESENTATIVE, THE NATIONAL GRANGE Mr. GRAHAM. I have a very short statement that I wish to file, wherein we call attention to the action of the National Grange this last year, and on the second page,...

Second, and more importantly, the advance payments would be received at a time of relatively great need as far as the farmer's production expenses are concerned. If the payments were made after the spring signup and preceding the market receipts...
8. lappuse - Although gross farm income prospects show an upward trend, the probability that farm production expenses will rise again this year indicates a decline in realized net farm income of possibly 5% ,or more, from 1966 totals.
