The invitations were sent out on August 12, 1953, and the bids were opened on August 27, 1953. This particular invitation for bids involved 42,000 pounds of lead-coated telephone cable of miscellaneous lengths.

Apparently there are 5 bids which ranged from $3,963 to $5,025. Colonel Jennings, was this sold as salvage or scrap?

FURTHER TESTIMONY OF LT. COL. ARTHUR J. JENNINGS, POST SUPPLY OFFICER, CAMP DRUM, N. Y.

Lieutenant Colonel JENNINGS. It was sold as scrap. It was pieces of cable that had been cut out of the cable system throughout the post in repairing defective cable, a project going on for 2 years. These pieces of scrap cable were from 2 to 6 feet in length, the ones mentioned. It did have an excellent scrap value, this lead-coated and copper cable.

Mr. RIEHLMAN. The lengths varied from 2 feet to 6 feet?
Lieutenant Colonel JENNINGS. That is right.

Mr. RIEHLMAN. Not too much longer than that?
Lieutenant Colonel JENNINGS. That is right.

Mr. RIEHLMAN. And there were defective parts in those sections?
Lieutenant Colonel JENNINGS. That is right.

Mr. COTTER. You did not have to screen that because it was scrap? Lieutenant Colonel JENNINGS. That is right.

Mr. COTTER. And you determined that the prices per pound obtained were good market prices?

Lieutenant Colonel JENNINGS. Yes, sir. A refinery outfit in New Jersey bought it and they paid us the same price they paid to a junkman for the material. They sent a truck up here. We secured people to load the truck, and they paid the people to load the truck and haul it away.
