The committee met at 10 a. m., in room 135, Senate Office Building, Senator Olin D. Johnston presiding.

The CHAIRMAN. Will you proceed, Mr. Riley?

Mr. RILEY. Mr. Chairman, the topic for today's meeting is S. 2285, a bill relating to the fixnig of wage rates for employees in navy yards.

Mr. Wesley Powell, the administrative assistant to Senator Bridges, would like to give you an opening statement, Mr. Chairman, if you would care to have that statement.

The CHAIRMAN. I would be very glad to have that statement, Mr. Powell. I am, indeed, sorry that Senator Bridges is not able to be present.

STATEMENT OF WESLEY POWELL, ADMINISTRATIVE ASSISTANT TO SENATOR BRIDGES

Mr. POWELL. Mr. Chairman, the Senator was unexpectedly called out of the city last evening. He had intended to appear personally and had a very firm personal feeling toward this legislation.

I would like to read the statement that he would have read this morning and then I would be glad to try to answer any questions. (Mr. Powell then commenced to read the following statement into the record:)

STATEMENT OF SENATOR STYLES BRIDGES BEFORE SUBCOMMITTEE OF SENATE COMMITTEE ON POST OFFICE AND CIVIL SERVICE, ON S. 2285

Mr. Chairman and Colleagues, I appreciate this opportunity to appear before this subcommittee and present my views in support of S. 2285. I feel this bill to be a wise and sound step toward efficiency, cooperation, and good practice in the handling of the difficult problems frequently arising in connection with the adjustment of wage rates for employees at naval installations.
