The subcommittee met at 10 a. m., the Hon. Lindley Beckworth (chairman of the subcommittee) presiding.

Mr. BECKWORTH. The committee will come to order.

The purpose of the meeting this morning is to give consideration to three bills which have been introduced in connection with the Inland Waterways Corporation. The numbers are H. R. 328, H. R. 429, and H. R. 4978.

It is my understanding that Mr. Boggs of Louisiana has introduced two of these bills: H. R. 328 and H. R. 4978, and Mr. Jones of Alabama, our colleague, has introduced H. R. 4978.

It is obvious from the list of witnesses that the 2 days set aside for hearings on these bills may not be adequate unless the witnesses are reasonably brief in their statements. It would be all right for any of you to include full and complete statements that you desire to have made a part of the record and then to the extent you can, the committee will certainly appreciate your summarizing that which you have included in the record of the hearings.

In addition to Representative Boggs and Representative Jones of Alabama, I see this morning we have another one of our colleagues, Representative Willis, of Louisiana, who is interested in this legislation. You are not listed as one of the witnesses, Mr. Willis, but if you desire to be heard, along with the other Members, we shall certainly do our best to accommodate you.

STATEMENT OF HON. EDWIN E. WILLIS, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF LOUISIANA

Mr. WILLIS. I have an important meeting at 10:30. I have prepared a little statement which in due course I will ask Mr. Boggs to present. I do not want to be out of order.

Mr. BECKWORTH. Without objection, the statement that Mr. Willis might care to make will be made a part of the record.

Mr. BOGGS. If it is not out of order, and if it meets with the approval of the committee, Mr. Willis has a statement which will not take more than 2 or 3 minutes at the outside. I wonder if he could present that now?

Mr. BECKWORTH. In a moment. I want to see that he is given that opportunity when he desires it.

Without objection, the chairman will include as a part of the record copies of the bills that I have mentioned, a copy of Public Law 185,
