STATEMENT OF THE CHAIRMAN

OCTOBER 25, 1968.

To the Members of the House Committee on Interior and Insular Affairs: The accomplishments summarized in this publication would not have been possible without the constructive and diligent efforts of all members of the committee. It has been a pleasure to work with you on matters of mutual concern and I want to express my appreciation to you for your cooperation in attending to the matters referred to the committee for its consideration.

We can all be proud of the record made by this committee during this Congress. Not only have we resolved some basic disputes that have lingered for decades, but we have laid a sound foundation upon which future generations will build. It has been an honor for me to serve as your chairman during this Congress and it has been personally gratifying to work with you on the problems and programs which have confronted us.

Our subcommittee chairmen merit special recognition again this year. Representative Harold T. Johnson (Irrigation and Reclamation), Representative Roy A. Taylor (National Parks and Recreation), and Representative Hugh Carey (Territorial and Insular Affairs) joined ranks with Representative James A. Haley (Indian Affairs), Representative Ed Edmondson (Mines and Mining), and Representative Walter Baring (Public Lands). Each subcommittee chairman's devotion to his respective responsibilities was vital to the accomplishments of the committee.

Without the cooperation and constructive contributions of Representative John P. Saylor, the ranking minority member of the committee, and those named as minority counterparts to the subcommiitee chairmen Representative E. Y. Berry (Indian Affairs), Representative Craig Hosmer (Irrigation and Reclamation), Representative Joe Skubitz (National Parks and Recreation), Representative Rogers C. B. Morton (Territorial and Insular Affairs), Representative Laurence J. Burton (Mines and Mining), and Representative Wendell Wyatt (Public Lands),'-the legislative program of the committee would have been severely handicapped.

The committee's professional and clerical staffs have again set a high standard of performance in handling the committee's legislative and administrative work load. The passing of our consultant on Territorial and Indian Affairs, Dr. John L. Taylor, is noted with sadness. The depth of his understanding and compassion for the problems and programs with which he worked will always be appreciated. Our assistant counsel, Charles Leppert, Jr., has been assigned the additional responsibility of serving as our consultant on Territorial and Insular Affairs and Lewis Sigler has joined the staff as our consultant on Indian Affairs.
