Dear Mr. Chairman:

I am pleased to forward to the Legislative Branch Appropriations Subcommittee the budget request of the Joint Economic Committee for Fiscal Year 1996. This budget request was prepared by the previous Chairman of the Committee, Congressman Kweisi Mfume, in the second session of the 103rd Congress for inclusion in the FY 1996 President's budget. As the new Chairman of the Joint Economic Committee, I will be submitting a revised budget for FY 1996. Upon solidification of that budget, a revised budget will be transmitted to the Office of Management and Budget and the Legislative Branch Subcommittees.

This revised budget will at least mirror the 20 percent cut in Fiscal Year 1995 funds which were made available to me at the convening of the 104th Congress.
