FERTILITY CLINICS SUCCESS RATE AND CERTIFICATION ACT

TERRY BEIRN COMMUNITY-BASED AIDS RESEARCH ACT

Enables NIH to fund community-based clinical trials to bring new therapies to individuals and families with HIV. [P.L. 102-96 (enacted 8/14/91), Terry Beirn Community-Based AIDS Research Initiative Act (S. 1594).]

REAUTHORIZATION OF THE AGENCY FOR HEALTH CARE POLICY AND

RESEARCH

Enables the agency to continue its work in areas such as medical practice guidelines, technology assessment, outcomes research, and health services research. [P.L. 102-410 (enacted 10/13/92), Agency for Health Care Policy and Research Reauthorization (H.R. 5673).]

ALZHEIMER'S DISEASE RESEARCH TRAINING AND EDUCATION

Authorizes such sums as necessary for fiscal years 1992-97 to expand research on Alzheimer's disease at the National Institute of Mental Health and the Agency for Health Care Policy and Research; reauthorizes the Federal Advisory Council which coordinates Alzheimer's research, services and related issues among Federal agencies. REAUTHORIZATION OF THE NATIONAL INSTITUTES OF HEALTH Reauthorizes and strengthens key NIH programs, including research on breast and cervical cancer, prostate cancer and AIDS; repeals the moratorium on fetal tissue transplantation research [H.R. 2507, Reauthorization of the National Institutes of Health-reported by committee 3/13/92].

FAMILY AND MEDICAL LEAVE

Provides workers with 12 weeks of unpaid leave on the birth or adoption of a child, or to deal with the serious illness of an immediate family member [S. 5, Family and Medical Leave Act-reported by committee 5/30/91].

ADOLESCENT PREGNANCY PREVENTION AND FAMILY PLANNING

PROGRAM REAUTHORIZATION

Reauthorizes the Title X Family Planning program for 5 years; repeals the Gag Rule (S. 323, Title X Pregnancy Counseling Actreported by committee 6/20/91].

the Nation's human capital; and assist those who are all too often overlooked. Key issues which the committee will address include: Investments in jobs and the economy, health care and education to rebuild America's economy and strengthen America's working families.

JOBS AND THE ECONOMY

(1) Short-term stimulus, anti-recession, jobs initiative -Investments in infrastructure

-Physical infrastructure: in addition to roads, bridges and transportation infrastructure, initiative should include construction and renovation of schools, Head Start, job training, and primary health care facilities; also, Star Schools national information technology network,

-Human resources infrastructure: expansion of defense adjustment and economic conversion initiatives, and national service, civilian community corps, other public service, and youth summer jobs programs; also jobs to meet human resources requirements in health care, training and education, such as physicians, nurses, school and Head Start teachers, and

-Direct investment in programs such as community development corporations, education, health care, early childhood development, job training and enterprise zones, and expanded aid to State and local government for social investment.

A. Jobs and Job Training

(1) Long term investments in job training

-High Skills Competitive Workforce Act, components include:
School to work transition and youth apprenticeship pro-
grams;

-New educational and occupational standards;
-Youth opportunity centers for out of school youth;
-Coordination of federally supported State and local
training efforts;

-Aid for businesses to achive higher productivity; and -Consolidation and reform of Federal job training programs, including dislocated workers assistance and vocational education.

(2) Revitalizing the workplace to stimulate American productivity and strengthen working families

-Family and Medical leave provide unpaid leave of up to 12 weeks on birth or adoption of child or to deal with serious illness of immediate family member;

-Occupational safety and health reform-including health and safety training, coordination with environmental protections, construction safety;

-Child labor reform;

-Workplace Fairness Act-prohibit hiring of permanendt replacements for striking workers;
