Federal royalties, during such month shall be counted toward the recovery of capital costs under clause (i) of this subparagraph.

(vi) The prices referred to in clauses (iv) and (v) of this subparagraph shall be changed during any calendar year after 1994 by the = percentage of any by which the consumer price index changed during the preceding calendar year, as defined in section (1)(f)(4) of title 26 of the United States Code.

REPORT

[To accompany S.1341]

The Committee on Energy and Natural Resources, to which was referred the bill (S. 1341), to establish the Wheeling National Heritage Area in the State of West Virginia, and for other purposes, having considered the same, reports favorably thereon with an amendment and recommends that the bill, as amended, do pass. The amendment is as follows:

SECTION 1. SHORT TITLE.

This Act may be cited as the "Wheeling National Heritage Area Act of 1994".

SEC. 2. FINDINGS AND PURPOSES.

(a) FINDINGS.-The Congress finds that—

(1) The area in and around Wheeling, West Virginia, possesses important historical, cultural, and natural resources, representing major heritage themes of transportation, commerce and industry, and Victorian culture in the United States.

(2) The City of Wheeling has played an important part in the settlement of this country by serving as(A) the western terminus of the National Road in the early 1800's;

(B) the "Crossroads of America" throughout the nineteenth century;

(C) one of the few major inland ports in the nineteenth century; and

(D) the site for the establishment of the Restored State of Virginia, and later the State of
