DEAR MR. PRESIDENT: Enclosed for the consideration of the Congress is a draft bill "To authorize the Secretary to recognize the Department of Agriculture, and for other purposes."

The enclosed measure is entitled the "Department of Agriculture Reorganization Act of 1993." If enacted, it would authorize the reorganization of this Department in the manner which I proposed in my recent announcement. Specifically, enactment of this draft bill would

(1) restate the provisions of Reorganization Plan No. 2 of 1953, to affirm the principle that all authorities conferred upon this Department by law are conferred directly upon the Secretary and not upon subordinate officers or agencies;

(2) restructure the Department's delivery of programs and services into six mission areas and three principal staff functions, to be directed by three Under Secretaries of Agriculture and six Assistant Secretaries of Agriculture;

(3) recognize the importance to Americans of the Department's food and nutrition programs by assigning their direction to one of the three appointees at the Under Secretary level;

(4) authorize the overall restructuring of USDA's headquarters organization, including establishment of a single Farm Service Agency to provide commodity price and income support, farm loans, and crop insurance services to farmers;

(5) authorize restructuring of the Department's rural development, conservation, agricultural research, and economics functions;

(6) permit me to reduce substantially the numbers of agencies and offices charged with performing the Department's functions; and

(7) authorize the reform of USDA's field structure.

USDA is an example of a Department which needs reorganization and streamlining. I believe that the proposal which I have announced, and which this draft bill would permit me to accomplish, would assure the delivery of this Department's programs and services at substantially reduced cost and with a significantly streamlined and more efficient organization. I urge the Congress to give prompt consideration to this measure, and look forward to working
