LIBRARY OF CONGRESS BUILDING AND GROUNDS, STRUCTURAL AND MECHANICAL CARE

MISSION STATEMENT

The Architect of the Capitol is responsible for the structural and mechanical care of the four Library of Congress buildings (the Thomas Jefferson Building, John Adams Building, James Madison Memorial Building, and the Special Facilities Center) and care of the grounds. Also, a new Library facility will be added during fiscal year 1998 when the Culpeper Virginia audio visual facility is accepted. Additional new book storage facilities are under construction or are planned to be constructed a Fort Meade, Maryland. Additional responsibilities include liaison with various offices of the Library of Congress to coordinate required activities and programs and coordination of construction management activities that affect the operation of the Library buildings. The Architect performs such duties in connection with the Library Buildings and Grounds under the provisions of the Act of June 29, 1922 (42 Stat. 715), as amended, and the James Madison Memorial Building commencing in fiscal year 1979 under the provisions of the Act of October 19, 1965 (79 Stat. 987). Custodial maintenance of the buildings is performed under the jurisdiction of the Library of Congress.

The Supervising Engineer supervises an administrative staff and a Maintenance Division consisting of eleven branches: Air Conditioning, Carpentry, Electrical, Elevator, Grounds, Machining, Masonry, Painting, Pipefitting, Sheet Metal, and Supply. The major responsibility of the Supervising Engineer's Office is to provide the supervision and direction necessary for these branches to perform maintenance and construction work under the jurisdiction of the Architect of the Capitol. The administrative staff is responsible for a variety of office and clerical functions, which include processing daily service calls, scheduling and inspecting projects, preparing reports, and coordinating activities with the Library Environmental Resources Office and Library Integrated Support Services Office, preparing time sheets and personnel action forms, and maintaining sick and annual leave records.

The three main library buildings contain approximately 81 acres of floor area; are equipped with book stacks and shelving containing Library collections totaling approximately 90 million items, consisting of books and pamphlets, manuscripts, and miscellaneous items, such as maps, reels of microfilm and motion pictures, volumes and pieces of music, photographs, prints, unbound newspapers, etc.; contain reading rooms, studies, office and other rooms, shops, and storage space; and are equipped with extensive mechanical equipment, such as refrigeration plant and air conditioning systems in the three library buildings with their related equipment; electrical substation and transformer stations with their switchboards, switchgear, transformers and related equipment; 70 items of elevator equipment including 1 sidewalk elevator, 1 stage lift, 6

Fiscal Year 1999 Budget Estimate dumbwaiters, 4 lifts and 4 escalators; innumerable electrical fixtures and wiring; plumbing fixtures and piping; pneumatic tubes, cafeterias, automatic book carriers, and the automated compact bookshelving in the Madison Building.

The Librarian of Congress has included programmatic justifications in his fiscal year 1999 budget request for all facility-related capital improvement projects that are included in Architect of the Capitol's budget request.
