Defense Logistics Agency

Oct. 14:

Acknowledged receipt of correspondence from the Defense Automated Printing Service (DAPS) regarding the disestablishment of 22 JCP-authorized printing plants. The JCP will undertake a review of these actions, but until previous correspondence has been addressed, the Department was advised that no final determinations would be made on this nor on the pending correspondence of January 29 and April 4, 1996.

Notified the Public Printer that the Membership of the Joint Committee had voted to ratify the "Wage Agreement" reached between GPO and the Fraternal Order of Police, District of Columbia Lodge # 1. The two-year wage agreement provided for a pay increase of approximately 3% for 1996, and a 3% increase in 1997. The 3% increase is similar to the increases granted to most Executive Branch civil service employees. There are approximately 43 GPO employees in this bargaining unit and the annual cost of the increase is estimated to be $42,500. GPO police officers had not received a wage increase for 45 months.

Approved the first option year for state-of-the-art security paper for the making of
passports, effective January 1, 1997. Walker Goulard Plehn Company, the current
supplier of this paper is the only known domestic source capable of manufacturing
the passport paper with the security features to comply with Government
requirements. The cost of the paper, which is $4.25 per pound, has remained the
same. GPO estimates first year requirements to be approximately 370.000
pounds, with an estimated value of $1.573.000.
