Under the terms of the compact, the Commission is directed: to develop and implement comprehensive plans, policies, and programs relating to the water resources of the basin; to adopt and promote uniform and coordinated policies for water conservation, control and development in the Basin; and to encourage the planning, development and financing of water resources projects according to such plans and policies.
