The purpose of this Committee print is to provide a source of background materials to Members of the Committee and their staffs on various aspects of Federal estate and gift taxation and reform proposals. These materials were substantially drawn from prior submissions to the Committee on Ways and Means during the 1969 and 1973 hearings on general tax reform. This document presents an overview of current law, a summary of reform proposals introduced in the House of Representatives and the Senate in the 94th Congress, the Administration's proposals contained in the President's State of the Union Message, the 1973 panelists' proposals, the 1969 Treasury Department proposals, the proposals of selected professional organizations and a bibliography, representative of the multitude of articles on estate and gift tax reform proposals in journals and periodicals. This document has not been reviewed or approved by the Chairman or any other Member of the Committee on Ways and Means. Although this document identifies certain issues and proposals for estate and gift tax reform that the Committee may wish to discuss in the context of the hearings, no inference should be drawn that these materials are exhaustive, exclusionary or pre-exemptive in nature.
