OFFICE OF THE DIRECTOR

Mr. NATCHER. Now, Mr. Rutledge, we want to take up the Office of the Director where you are requesting $1,676,400 and 79 positions. Here we have an increase of $56,800 and three additional positions.

TRANSFERS

First, if you will, explain the transfers that appear on pages 22-1-4 and 22-1-5. What do we have there, Mr. Rutledge?

Mr. RUTLEDGE. These transfers, Mr. Chairman, relate to positions that were part of the Office of the Director but once the Department of Human Resources was established many of the functions absorbed by the Office which were formerly a part of the Office of Assistant to the Mayor for human resource programs could be transferred to its appropriate entity. Now, the transfers were as follows:

From the Office of the Director to the Office of Educational Affairs were transferred the programs and positions relating to the student loan program and relating to the academic facilities commission program. To the Office of Budget and Management there were positions and funds transferred from the Social Services Administration and from the Health Services Administration. There were transferred to the Office of the Director 30 positions from the Health Services Administration and 14 positions from the Social Services Administration.

Mr. NATCHER. You feel that this is necessary at this time, Mr. Rutledge?

Mr. RUTLEDGE. Yes; we feel that these transfers are necessary, Mr. Chairman, in order to provide for better direction and management of the overall Department of Human Resources.

REQUEST FOR THREE NEW POSITIONS

Mr. NATCHER. Now, in the Office of the Director you have the three positions. Explain and tell us why they are necessary.

Mr. RUTLEDGE. Last year following hearings by the City Council a request was made in our budget to establish a special program relating to the needs of the Spanish-speaking community. The Congress redirected funds to initiate the program but did not authorize any positions. The request for the additional three positions is to authorize us to establish the three positions to work in this Office, one relating to economic development, another relating to health and social services, and a secretarial person.

Mr. NATCHER. What does a GS-12 run?

Mr. RUTLEDGE. A GS-12 is paid $15,040 to begin.

Mr. NATCHER. Mr. Rutledge, would it be possible to have a specialist occupy this position at a GS-10 or a GS-9? Do you have to go that high on these positions?

Mr. RUTLEDGE. It would be possible, Mr. Chairman. The position has currently been temporarily established at a GS-11 and the person occupying the position has been with the District for a considerable period of time. He has done a very fine job and we would hope that as the position is established permanently there would be an opportunity to move this person up.

Mr. NATCHER. Do you feel these three positions are necessary at this time?

Mr. RUTLEDGE. Yes; we do.

Mr. SCHERLE. Mr. Chairman ?

FEDERAL GRANTS FOR SPANISH-SPEAKING PROGRAMS

Mr. SCHERLE. Mr. Rutledge, do you get any money from the Office of Education for the Spanish-speaking community?

Mr. RUTLEDGE. Not directly to my Department. Through the efforts of the staff working with the Mayor's Commission on the Spanishspeaking community, they have assisted in acquiring grants to neighborhood groups and working with the Board of Education and others to assist the community. However, no grants have been made directly to my office for that purpose.

Mr. SCHERLE. When I was on the Education and Labor Committee we authorized a great deal of money for this particular purpose and I know it was granted. Now, would you not obtain some of these funds? Mr. RUTLEDGE. There are funds in the District for that purpose. They just happen not to come to this Department. Most of the funds have gone to the public schools or to other groups to provide the same service. There would be no reason why we could not obtain them that I am aware of, but this hasn't happened as yet.

BUDGET AND MANAGEMENT

Mr. NATCHER. Let's take up, Mr. Rutledge, Budget and Management, where you are requesting an increase of $32,100 which I believe applies to annualization cost only.

Mr. RUTLEDGE. Only annualization cost, no increase.

PLANNING AND PROGRAM DEVELOPMENT OFFICE

Mr. NATCHER. Then on the Planning and Program Development Office you are requesting an increase of $3,100 which also pertains to an annualization pay cost which is mandatory?

Mr. RUTLEDGE. Yes.

EDUCATIONAL AFFAIRS OFFICE

Mr. NATCHER. Under Educational Affairs Office you are requesting an increase of $2,500. The same situation; right?

Mr. RUTLEDGE. That is correct.

OFFICE OF PUBLIC AFFAIRS

Mr. NATCHER. All right, Mr. Rutledge; under the Office of Public Affairs you are requesting an increase of $5,800. The same situation; annualization cost only?

Mr. RUTLEDGE. That is correct.
