JUSTIFICATION OF PROPOSED LANGUAGE CHANGES

"Human resources, including reimbursement for services rendered to the District of Columbia by Freedmen's Hospital;
and care and treatment of indigent patients in institutions, including those under sectarian control, under con-
tracts to be made by the Director of [Public Health; Human Resources;"

Analysis: This requested change will place the contractual responsibility in the Director of Human Resources.

Analysis: This requested change will allow the Department to pay for services rendered by the contract Hospitals under the Medical Charities Program at a rate more reasonably approaching their cost.

"and the inpatient rate (excluding the proportionments share for_repairs and construction) for services rendered by Saint Elizabeths Hospital for patient care shall be [$18.52] $21.99 per diem; provided further, that total reimbursement to Saint Elizabeths Hospital including funds from Title XIX of the Social Security Act shall not exceed the amount for the fiscal year 1970."

This requested change will allow the Department to pay for services rendered by Saint Elizabeths Hospital at a higher rate than in 1971 and not to exceed the total funds paid in 1970.

"Provided further, that this appropriation shall be available for the purchase of malpractice insurance to indemnify medical personnel, including physicians, dentists, osteopaths, and nurses employed by the hospitals and clinics of the Department of Human Resources when authorized by the the Commissioner, (District of Columbia Appropriation Act, 1971)."

Analysis: This requested change will allow the Department to provide professional health care personnel of the District of Columbia with the protection of malpractice insurance until action is taken on the District of Columbia's request for promulgation of a D.C. Tort Claims Act.

Mr. NATCHER. We take up at this time the Department of Human Resources where the amount requested is $206,961,700 and 9,902 positions. We have an increase of $42,380,000 and 292 positions.

INTRODUCTION OF WITNESSES

We have before the committee at this time Mr. Philip J. Rutledge, the Director of the Department of Human Resources. Mr. Rutledge, it's a pleasure to have you back before the committee. Before you start on your statement, tell us who you have with you today.

Mr. RUTLEDGE. Thank you very much, Mr. Chairman. Seated next to me is Miss Gertrude Laprade, the Chief of our Division of Budget and Financial Management. Seated on the chairs in the back are Dr. Raymond Standard, who is Director of the Community Health Services Administration, and Miss Jane Rollins, a member of his staff. Next to Dr. Standard is Dr. Essex Noel, Director of the Mental Health Administration within the Department.

Next to Dr. Noel is Miss Winifred Thompson, Director of the Social Services Administration; Dr. William Washington, who is Director of the Hospitals and Medical Care Administration; Mr. Norman Pierson, who is Director of the Vocational Rehabilitation Administration; Mr. Leo Anderson, Director of the Veterans Affairs Administration, and Dr. Richard Whelton, who is Deputy Chief Medical Examiner.

Mr. NATCHER. Thank you very much, Mr. Rutledge.

Mr. RUTLEDGE. I am also anticipating, Mr. Chairman, Dr. Robert DuPont, Director of the Narcotics Treatment Administration.

Mr. NATCHER. Thank you. We are delighted to have all of you people appear before our committee at this time.

GENERAL STATEMENT OF DIRECTOR RUTLEDGE

Do you have a statement for us, Mr. Rutledge?

Mr. RUTLEDGE. Yes, Mr. Chairman. If I may, I would wish to proceed in this manner: Since I have already submitted the statement and its attachments, I would request that the statement be placed in the record.

This morning, as you know, I also have an appointment with another committee of the House. I would like to conserve as much time as I might and read just a certain portion of the statement and elaborate on a couple of items which I think would be of particular interest to this committee.

Mr. NATCHER. The entire statement, together with the attachments, will go in the record at this point.

OPENING STATEMENT OF PHILIP J. RUTLEDGE, DIRECTOR DEPARTMENT OF HUMAN RESOURCES BEFORE THE HOUSE SUBCOMMITTEE ON APPROPRIATIONS FISCAL YEAR 1972

Mr. Chairman: The Department of Human Resources was established in March, 1970 in order to consolidate programs closely related in purpose and funetion in an effort to increase efficiency and improve the delivery of health, welfare, and rehabilitative services to the community.

When I had the honor of appearing before this committee a year ago, the Department was in the initial process of becoming organized as a single entity, and that process is not yet completed.

The functions and responsibilities of four Departments and one emerging agency were consolidated to form the Department of Human Resources. They were the Department of Public Welfare, Department of Public Health, Department of Vocational Rehabilitation, Department of Veterans Affairs, and the
