PROJECT JUSTIFICATION: A watertight cover will prevent water from gaining access to the sub-grade which would result in rapid deterioration and increased maintenance costs. The smoother riding surface will reduce heavy vibrations which is detrimental to concrete roadways, and also move larger volumes of traffic. The lowering of the crown will improve safety and traffic flow characteristics on streets undergoing this type of improvement.
