As you know the Joint Committee serves both Houses and unlike many other committees of the Congress the Joint Committee does not maintain separate and additional staffs for its subcommittees (7). The committee does not receive separate appropriations for investigative purposes.

DEAR MR. CHAIRMAN: Pursuant to the request contained in your letter dated March 7, 1962, there are enclosed the following:

(1) Position and salary of the employees of the Joint Committee on Printing projected for fiscal year 1963. It is expected that other expenditures, such as stationery, long-distance telephone service, compilation of the Congressional Directory, and travel required in connection with printing plants authorized by the joint committee, will remain approximately the same as actual fiscal year 1961 figures in the enclosure.

(2) Comparable data for fiscal year 1962 through February 1962. (3) Comparable data for fiscal year 1961, total.

The cost of printing and binding the latest issue of the Biographical Directory of the American Congress was $113,279.20 which was charged to the appropriation to the Government Printing Office for congressional printing and binding. There were no other amounts expended for this book. The cost for printing and binding the previous issue of the Biographical Directory was $124,560.

MY DEAR MR. CHAIRMAN: Thank you for your letter of March 7 relative to appropriations for the Joint Committee on Reduction of Nonessential Federal Expenditures.

As you know this joint committee was established under the Revenue Act of 1941 (55 Stat. 726). It may terminate its activities on its own initiative with the filing of a final report. For this reason it does not make September estimates through the budget.

It has directed its annual requests for appropriations to the Senate Appropriations Committee for some years since, under arrangements by the House and Senate disbursing offices, funds for this joint committee have been supplied exclusively through appropriations to the Senate.

The committee has not requested an increase in appropriations since World War II, except those necessary to cover statutory pay raises and so-called agency contributions.

While the committee to date has not formally authorized me to request its appropriation for fiscal year 1963, I think you may presume that such a request will be authorized, and the amount to be requested will be the same as the appropriation for the current year, $26,790.

This matter will be taken up with the committee at the first opportunity. Meanwhile, if you require the request at this time, I will take the liberty of making it, as chairman, with the understanding that I may stand corrected by subsequent amendment.

The committee's staff of two people has not been substantially changed for 15 years. Its so-called agency contributions total approximately $1,800, and the remainder of its appropriation is for salaries and minor expenses incidental to its activities.

Copies of requests submitted to the Senate Apropriations Committee for fiscal years 1962 and 1961 are enclosed. Enclosed also is the appropriation language for the current fiscal year, as contained on page 9 of Public Law 87-130, "making appropriations for the legislative branch for the fiscal year ending June 30, 1962," and under the conditions stated, the same language and the same amount is requested for fiscal year 1963.

Your inquiry is appreciated. I trust your committee looks with favor on this appropriation. Personally, I regard the small amount appropriated to this joint committee as money well spent.

The Joint Committee on Defense Production is authorized under section 712 of the Defense Production Act and has the responsibility of making a continuous study of the programs authorized by this act and of reviewing the progress achieved in the execution and administration of these programs.

This committee has made a report to the Congress each year since 1950. I am enclosing a copy of the latest annual report. This report was published on January 23, 1962.

Mr. STEED. I think also we would like to point out here that the prior testimony we had about committee employees referred to the so-called standing committees and the reference to employees here is under this special category.

Mr. HARPER. One thing we have not touched on, you will recall that last year we discussed putting authority in the bill to permit us to spend from 1961 funds if necessary, and we are at that same situation this year. We would like for you to consider it.

We have 18 committee chairmen spending money and the first thing I see is a bill. I do not know to what extent they have held hearings, I do not know to what extent they have traveled or the number of witnesses they have heard. We are in the dark in my office. We get the bills and so long as they are within the limitation we have to pay them. Mr. STEED. Off the record.

Mr. STEED. In this requirement that the list of committee employees be published semiannually in the Record, does that also cover the special and select committees?

Mr. HARPER. Yes. There is an item in there that shows the amount of money authorized and the amount of money spent.

Mr. MEGILL. I guess the only select committee is the Small Business Committee, is it not, and we have been asking that committee to make the report, but not joint committees.

Mr. HARPER. He is asking if the report made to the Clerk of committee employees covers the special and select committees. Yes, the report shows the employees of standing committees and the committees established pursuant to resolutions and investigative authority. Mr. Bow. There are two select committees.

Mr. STEED. I think we would like at this point to call attention to the fact that although in the case of the joint committees under our present practice some of them are carried in the House budget and some in the Senate budget, that since they have responsibilities to both bodies that we think information in our record is proper and necessary so that we can have a picture of that phase of the operation.

Mr. MEGILL. An earlier discussion of this same subject before this committee brought out that it would be desirable that it be suggested that the joint committees come within the provisions requiring commitees to turn in their files over to the Clerk of the House. There is a hiatus in connection with that requirement and if wording is drawn
