That on and after October 1, 1933, the conditions specified in section 8 (b) and 1 (e) of the act of March 4, 1909, will exist and be fulfilled in respect of the citizens of Palestine (excluding Trans-Jordan) and that on and after October 1, 1933, citizens of Palestine (excluding Trans-Jordan) shall be entitled to all the benefits of this act and acts amendatory thereof:

Provided, That the enjoyment by any work of the rights and benefits conferred by the act of March 4, 1909, and the acts amendatory thereof, shall be conditional upon compliance with the requirements and formalities prescribed with respect to such works by the copyright laws of the United States;

And provided further, That the provisions of section 1(e) of the act of March 4, 1909, insofar as they secure copyright controlling parts of instruments serving to reproduce mechanically musical works shall apply only to compositions published after July 1, 1909, and registered for copyright in the United States which have not been reproduced within the United States prior to October 1, 1933, on any contrivance by means of which the work may be mechanically performed.

INTERNATIONAL CONFERENCE FOR THE UNIFICATION OF LAWS ON BILLS OF EXCHANGE, PROMISSORY NOTES, AND CHEQUES

CONVENTIONS OF THE SECOND SESSION OF THE CONFERENCE

Italy-Japan

According to information received from the League of Nations, the instruments of ratification by Italy and Japan of the following three conventions signed at Geneva March 19, 1931, were deposited with the Secretariat on August 31, 1933, and August 25, 1933, respectively:

1. Convention and protocol providing for a uniform law for cheques;

2. Convention and protocol providing for the settlement of certain conflicts of laws in connection with cheques;

3. Convention and protocol on the stamp laws in connection with cheques.

The conditions necessary for the entry into force of the convention on the stamp laws in connection with cheques, as provided in article 5 of the convention, were fulfilled by the deposit of the instrument of ratification by Italy, and it will, therefore, enter into force 90 days thereafter, namely, November 29, 1933.

According to a communication from the League of Nations dated August 19, 1933, the instrument of ratification by Spain of the convention for the regulation of whaling signed at Geneva September 24, 1931, was deposited with the Secretariat on August 2, 1933.

Palestine

By a note dated August 31, 1933, the Swiss Minister at Washington informed the Secretary of State that the British Government gave notice to the Swiss Federal Council of its adherence on behalf of Palestine, excluding Trans-Jordan, to the convention of March 20, 1883, for the protection of industrial property, revised at The Hague November 6, 1925. In accordance with the provisions of article 16 of the convention the adherence became effective September 12, 1933.

ARRANGEMENT CONCERNING THE SUPPRESSION OF FALSE INDICATIONS OF ORIGIN

Palestine

The above-mentioned note also informed the Secretary of State of the adherence, effective September 12, 1933, of the British Government on behalf of Palestine, excluding Trans-Jordan, to the arrangement concerning the suppression of false indications of origin, signed at Madrid April 14, 1891.

POSTAL UNION OF THE AMERICAS AND SPAIN 7

The American Legation at Caracas reported by a despatch dated September 8, 1933, that the Gaceta Oficial of September 6, 1933, published the convention and regulations for execution, the postal money-order agreement, and the parcel-post agreement, all signed at the conference of the Postal Union of the Americas and Spain, Madrid, November 10, 1931.

The President of Venezuela approved the convention and the agreements on February 6, 1933.

UNIVERSAL POSTAL CONVENTION AND SUBSIDIARY AGREEMENTS?

Gibraltar

The British Embassy at Washington informed the Department of State by a note dated September 18, 1933, that the ratification by the British Government of the agreement concerning letters and parcels of declared value, signed at London June 28, 1929, should from August 12, 1933, be regarded as including Gibraltar.

STATISTICS

INTERNATIONAL INSTITUTE OF STATISTICS

On December 29, 1932, the Mexican Government extended to the United States an invitation to participate in the twenty-first meeting of the International Institute of Statistics, which will convene at Mexico City on October 11 and continue through October 16, 1933. The invitation has been accepted, and the following persons have been appointed as delegates on the part of this Government:

TELECOMMUNICATIONS

INTERNATIONAL RADIO CONVENTION

The American Ambassador to France transmitted to the Secretary of State with a despatch dated September 1, 1933, a copy of the Journal Officiel of August 30, 1933, which published a law dated August 27, authorizing the ratification by France of the international radio convention and annexes, signed at Washington November 25, 1927.

CONVENTION ON CONSULAR AGENTS 1

Uruguay

With a letter dated September 16, 1933, the Director General of the Pan American Union forwarded to the Secretary of State a certified copy of the instrument of ratification by Uruguay of the convention on consular agents, adopted at the Sixth International Conference of American States, Habana, February 20, 1928, together with a certified copy of the procès-verbal of the deposit of the instrument of ratification. The deposit took place on September 16, 1933.

Uruguay

The Director General of the Pan American Union transmitted to the Secretary of State with a communication dated September 16, 1933, a certified copy of the instrument of ratification by Uruguay of the Pan American convention on diplomatic officers, adopted at the Sixth International Conference of American States, Habana, February 20, 1928, together with a certified copy of the procès-verbal of the deposit of the instrument of ratification. The deposit took place on September 16, 1933.
