ARBITRATION, CONCILIATION, AND JUDICIAL
SETTLEMENT

BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

United States-Bulgaria

By a despatch dated August 12, 1933, the American Chargé d'Affaires ad interim at Sofia informed the Secretary of State that the Legation had received from the Foreign Office notice of the appointment by the Bulgarian Government of its national and nonnational commissioners to the international commission provided for in article 2 of the treaty of conciliation between the United States and Bulgaria signed January 21, 1929. The commission is constituted as follows:

Joint commissioner:

Dr. Louis Franck, of Belgium, Minister of State and formerly
Member of Parliament and Colonial Minister.

Commissioners on the part of the United States:

National: Mr. Robert Maynard Hutchins, President of the
University of Chicago.

Nonnational: Dr. Reyes Arrieta Rossi, Justice of the Supreme
Court of El Salvador.

Commissioners on the part of Bulgaria:

National: Dr. Stoyan Daneff, formerly Prime Minister and
Minister for Foreign Affairs, and delegate to the Permanent
Court of Arbitration.

Nonnational: Mr. Gilbert Gidel, Professor on the Faculty of
Law of the University of Paris.

United States-Ethiopia

The American Minister Resident at Addis Ababa informed the Secretary of State by a despatch dated July 31, 1933, that the vacancies of Ethiopian national and nonnational commissioners on the international commission provided for by the treaty of conciliation signed January 29, 1929, between the United States and Ethiopia had now been filled.

The membership of the commission which is now complete is as follows:

Joint commissioner:

The Honorable Axel Eric Mathias Sjöborg, Swedish Minister to Italy.

Commissioners on the part of the United States:

National: Prof. Philip Marshall Brown, Princeton University.
Nonnational: Don Darío Rumen y Freixa Forrens (Baron de
Viver), of Spain, Mayor of Barcelona.

Commissioners on the part of Ethiopia:

National: Ras Imuru Haile Selassie, Governor of Godjam.
Nonnational: M. Nicolas Politis, Greek Minister to France.

Sweden-Turkey

The American Legation at Stockholm transmitted to the Department with a despatch dated August 9, 1933, a copy of a treaty of conciliation, judicial settlement, and arbitration between Sweden and Turkey signed February 19, 1932. The instruments of ratification of the treaty were exchanged at Ankara on April 18, 1933, and it entered into effect on that date.

The American Consul at Geneva reported by a telegram dated September 20, 1933, that the instruments of ratification by Uruguay of the protocol concerning the revision of the Statute of the Permanent Court of International Justice and the protocol relating to the accession of the United States of America to the protocol of signature of the Statute of the Permanent Court of International Justice, signed September 14, 1929, were deposited with the Secretariat on September 19, 1933.

Great Britain

ARMAMENT REDUCTION

LONDON NAVAL TREATY OF 1930

By a note dated September 6, 1933, the British Embassy at Washington informed the Department of State in accordance with the provisions of article 10 of the London naval treaty, of the particulars on the laying down of the keel of H.M.S. Faulknor, which are given as follows:
