CONVENTION CONCERNING THE REPATRIATION OF SEAMEN

The League of Nations, under dates of July 8 and June 30, 1933, communicated the information that the instruments of ratification by Colombia and Uruguay of the convention concerning the repatriation of seamen, adopted by the International Labor Conference at its ninth session, were registered with the Secretariat on June 20 and June 6, respectively.

According to information communicated under dates of July 8 and June 30, 1933, by the League of Nations, there were registered with the Secretariat on June 20 and June 6, 1933, respectively, the instruments of ratification by Colombia and Uruguay of the convention concerning sickness insurance for workers in industry and commerce and domestic servants, adopted by the International Labor Conference at its tenth session (Geneva, May 25-June 16, 1927). According to information communicated by the League of Nations under dates of June 16, July 8, and June 30, 1933, the instruments of ratification by Chile, Colombia, and Uruguay of the convention concerning the creation of minimum wage fixing machinery, adopted by the International Labor Conference at its eleventh session (Geneva, May 30-June 16, 1928), were registered with the Secretariat on May 31, June 20, and June 6, 1933, respectively.

CONVENTION CONCERNING THE MARKING OF THE WEIGHT ON HEAVY PACKAGES TRANSPORTED BY VESSELS

Information was communicated by the League of Nations under dates of June 16 and June 30, 1933, to the effect that the instruments of ratification by Chile and Uruguay of the convention concerning the marking of the weight on heavy packages transported by vessels, adopted by the International Labor Conference at its twelfth session (Geneva, May 30-June 21, 1929), were registered with the Secretariat on May 31 and June 6, 1933, respectively.

According to a communication from the League of Nations dated June 16, 1933, the instrument of ratification by Chile of the convention concerning forced or compulsory labor, adopted by the International Labor Conference at its fourteenth session (Geneva, June 10-28, 1930), was registered with the Secretariat on May 31, 1933. Under date of June 30, 1933, the League of Nations communicated the information that the instrument of ratification by Uruguay of the convention concerning the regulation of hours of work in commerce and offices, adopted by the International Labor Conference at its fourteenth session, was registered with the Secretariat on June 6, 1933.

CONVENTION CONCERNING THE PROTECTION AGAINST ACCIDENTS OF WORKERS EMPLOYED IN LOADING OR UNLOADING SHIPS (REVISED 1932)

Uruguay

According to information communicated by the League of Nations. under date of June 30, 1933, the instrument of ratification by Uruguay of the convention concerning the protection against accidents of workers employed in loading or unloading ships (revised 1932), adopted by the International Labor Conference at its sixteenth session (Geneva, April 12-30, 1932), was registered with the Secretariat on June 6, 1933.

CONVENTION CONCERNING THE AGE FOR ADMISSION OF CHILDREN TO NONINDUSTRIAL EMPLOYMENT

Uruguay

Under date of June 30, 1933, the League of Nations communicated the information that the instrument of ratification by Uruguay of the convention concerning the age for admission of children to nonindustrial employment, adopted by the International Labor Conference at its sixteenth session, was registered with the Secretariat on June 6, 1933.

INTERNATIONAL LOAD LINE CONVENTION

The British Ambassador at Washington informed the Secretary of State by a note dated July 5, 1933, of the deposit of the instrument of ratification by Chile of the international load line convention, signed at London July 5, 1930. The deposit took place May 24, 1933, and the convention will enter into force in respect of Chile on August 24, 1933.

UNIVERSAL POSTAL CONVENTION AND SUBSIDIARY AGREEMENTS 14

The British Ambassador at Washington transmitted to the Secretary of State with a note dated July 7, 1933, a revised schedule of ratifications of and accessions to the universal postal convention, signed at London June 28, 1929, and the subsidiary agreements signed the same day, which have been received by the British Government up to June 23, 1933. The following are the ratifications which have not previously been reported in the Bulletin:

Algeria deposited on January 4, 1933, its ratification of the convention and the six subsidiary agreements;

The French Colonies and Protectorates in Indo-China, all other French Colonies, and the French Mandated Territories of Togoland and Cameroun deposited on January 4, 1933, their ratification of the convention, the agreement on letters and parcels of declared value, the parcel-post agreement, and the money-order agreement;

Guatemala deposited on May 22, 1933, its ratification of the parcel-post agreement;

Haiti deposited on April 28, 1933, its ratification of the convention and the parcel-post agreement;

The Philippine Islands deposited on December 16, 1932, its ratification of the convention; and

Venezuela deposited on June 9, 1933, its ratification of the convention and the parcel-post agreement.

The information published in Bulletin No. 39, December 1932, page 15, in regard to the ratifications by Guatemala and Turkey of the convention and the subsidiary agreements should be corrected as follows:

Guatemala deposited on August 29, 1932, the ratification of the convention only;

The ratification by Turkey did not include the agreement concerning the collection of accounts through the post.

ARBITRATION OF THE CASE OF THE CANADIAN SCHOONER I'M ALONE

The Honorable Willis Van Devanter and the Right Honorable Lyman Poore Duff, commissioners appointed pursuant to the provisions of article 4 of the convention between the United States and Great Britain to prevent the smuggling of intoxicating liquors into the United States, signed January 23, 1924,2 met on June 29 and 30 in order to consider the claim of the "I'm Alone." The commissioners were assisted by W. N. Tilley, K.C., Aimé Geoffrion, K.C., and J. E. Read, K.C., acting on behalf of the Government of Canada, and by George Wharton Pepper and Theodore S. Paul, acting on behalf of the Government of the United States.

The commissioners were considering three questions of law which required decision before proceeding to conclude deliberation of the claim. They have submitted a joint interim report to the two Governments in which they deal with these questions and give directions as to further procedure.
