WASHINGTON NAVAL TREATY OF 1922

The Italian Ambassador at Washington informed the Secretary of State by a note dated May 16, 1933, that the delivery of three submarines constructed by the Franco Tosi firm of Taranto, Italy, for the Argentine Government has been effected as follows:

Santa Fé delivered December 26, 1932
Salta delivered January 25, 1933

Santiago del Estero delivered January 25, 1933.

The following are the particulars of the vessels as furnished in conformity with the provisions of article XVI of the treaty on the limitation of naval armament, signed at Washington February 6, 1922:

Displacement type in emersion: 877 tons

Displacement type in immersion: 1,100 tons
Length at water line: 67.50 meters

Maximum width at water line: 6.60 meters

Mean draft corresponding to standard displacement: 4.00 By a note dated May 16, 1933, the Italian Ambassador at Washington informed the Secretary of State, in conformity with the provisions of article XVI of the Washington naval treaty of 1922, that the Odero Shipbuilding Firm of Sestri effected delivery of two destroyers to the Greek Government on October 19, 1933.

The particulars of the vessels, the Ydra and the Paullos Conduriotis, are given as follows:

Displacement: 1,250 tons

Length at water line: 94.15 meters
Width: 9.20

Mean draft at standard displacement: 3.20 meters

CONVENTION FOR LIMITING THE MANUFACTURE AND REGULATING

THE DISTRIBUTION OF NARCOTIC DRUGS 1

The following communication, dated April 29, 1933, has been received from the Legal Adviser of the Secretariat of the League of Nations concerning the entry into force of the convention for limiting the manufacture and regulating the distribution of narcotic drugs, signed at Geneva July 13, 1931:

"I have the honour to inform you that the number of ratifications or accessions required for the entry into force of the Convention for limiting the manufacture and regulating the distribution of narcotic drugs, concluded at Geneva, July 13, 1931, having been reached on April 10, 1933, the above mentioned Convention and the Protocol of Signature will enter into force, according to the terms of article 30 of the Convention, ninety days after April 10, 1933, that is on July 9, 1933.

"However, the provisions of the Convention other than Articles 2 to 5 shall only be applicable from the first of January in the first year in respect of which estimates are furnished in conformity with Articles 2 to 5 of the Convention.”

Belgian Congo-Ruanda Urundi

According to a communication from the League of Nations dated April 28, 1933, the ratification by Belgium of the convention for limiting the manufacture and regulating the distribution of narcotic drugs, signed July 13, 1931, does not include the Belgian Congo nor the territory of Ruanda-Urundi under Belgian mandate.

Free City of Danzig

A communication dated May 6, 1933, from the League of Nations states that the instrument of ratification by Poland on behalf of the Free City of Danzig of the convention for limiting the manufacture and regulating the distribution of narcotic drugs, of July 13, 1931, was deposited with the Secretariat on April 18, 1933.

El Salvador

Under date of April 28, 1933, the League of Nations communicated the information that the instrument of ratification by El Salvador of the convention for limiting the manufacture and regulating the distribution of narcotic drugs, which was deposited April 7, 1933, contains the following remark: 2

"a) The Republic of Salvador does not agree to the provisions of Article 26, on the ground that there is no reason why the High Contracting Parties should be given the option of not applying the Convention to their colonies, protectorates, and overseas mandated territories;

"b) The Republic of Salvador states that it disagrees with the reservations embodied in Nos. 5 and 6 of the declarations made by the plenipotentiaries of the United States of America regarding Governments not recognised by the Government of that country; in its opinion, those reservations constitute an infringement of the national sovereignty of Salvador, whose present Government, though not as yet recognised by the United States Government, has been recognised by the majority of the civilised countries of the world. Their recognition is due to their conviction that that Government is a perfectly constitutional one and affords a full and complete guarantee of the performance of its international duties, inasmuch as it enjoys the unanimous, decided and effective support of all the inhabitants of the Republic, whether citizens of the country or foreigners resident therein.

"As it respects the internal regimes of other nations, the Republic of Salvador considers that the Convention in question, being of a strictly hygienic and humanitarian character, does not offer a suitable occasion to formulate such political reservations as have called forth this comment."

Chile

INTERNATIONAL OPIUM CONVENTION AND PROTOCOL 3

A communication from the League of Nations dated May 10, 1933, states that the instrument of ratification by Chile of the international opium convention and protocol, signed at Geneva February 19, 1925, was deposited with the Secretariat on April 11, 1933.

NATURALIZATION

NATURALIZATION TREATY BETWEEN THE UNITED STATES AND ALBANIA*

The American Minister to Albania informed the Secretary of State by a telegram dated May 9, 1933, that the Official Gazette published the King's decree promulgating the naturalization treaty between the United States and Albania, signed April 5, 1932, which was approved by the Albanian Parliament on April 8, 1933.

CONVENTION FOR THE UNIFICATION OF CERTAIN RULES RELATING TO INTERNATIONAL AERIAL TRANSPORTATION 1

Great Britain

The American Embassy at Warsaw transmitted to the Department with a despatch dated May 8, 1933, a copy of Dziennik Ustaw (Journal of Laws), No. 28 of April 25, 1933, which contains a statement to the effect that the ratification by Great Britain of the convention for the unification of certain rules relating to international aerial transportation, signed at Warsaw October 12, 1929, does not affect British protectorates, mandated territories, colonies, or any other territory under British sovereignty or rule.

Mexico

The above-mentioned number of Dziennik Ustaw also publishes the announcement of the adherence of Mexico, as of February 14, 1933, to the convention for the unification of certain rules relating to international aerial transportation, signed at Warsaw October 12, 1929.

Persia

CONVENTION RELATING TO THE REGULATION OF AERIAL

NAVIGATION

The Department of State has received Bulletin of Information No. 563, dated May 4, 1933, from the International Commission for Air Navigation, which publishes the information that Persia, pursuant to article 43 of the convention relating to the regulation of aerial navigation signed October 13, 1919, has notified to the French Government its denunciation of the convention.

The French Government informed the Secretary General of the International Commission for Air Navigation that it took due note of the denunciation as of April 20, 1933.

According to the terms of article 43 of the convention the denunciation will not take effect until one year from the date of giving notice, namely, April 20, 1934.

AIR NAVIGATION ARRANGEMENT BETWEEN THE UNITED STATES AND

THE NETHERLANDS

GENERAL REGULATIONS FOR THE ADMITTANCE OF NETHERLAND AIRCRAFT INTO THE UNITED STATES

By a note dated May 6, 1933, the Netherland Minister at Washington was informed by the Secretary of State that until such time as the air-navigation arrangement concluded between the United States and the Netherlands may become effective, aircraft registered in the Netherlands will be permitted to enter continental United States exclusive of Alaska under conditions corresponding to those applying to the entrance of American aircraft into the Netherlands during this period.

The regulations for the admittance of American aircraft into the Netherlands were published in Treaty Information, Bulletin No. 43, April 1933. pages 16-17.
