The translation of the note, dated December 5, 1934, is quoted below: "MR. AMBASSADOR, "I have the honor to state to Your Excellency that by a letter dated November 9, 1934, the Italian Embassy at Brussels has informed me of the extension to all Italian colonies of the adhesion, notified on June 2, 1913, in the name of the two Italian colonies of Eritrea and Italian Somaliland, of the international conventions, signed at Brussels on September 23, 1910, relative to collision, assistance, and salvage at sea. "The Italian Government, however, reserves itself the right to denounce the conventions under reference in the name of the colonies in question, independently of that which it judges opportune in so far as the mother country is concerned. "This adherence, which is complete as regards the Italian colonies, consequently annuls the last paragraph of the note of June 2, 1913, from the Italian Minister at Brussels, which excluded the adherence of Eritrea and Italian Somaliland to the convention concerning collision. CASTEUR" POSTAL Ecuador UNIVERSAL POSTAL CONVENTIONS 8 The American Legation at Quito transmitted to the Department of State with a despatch dated November 19, 1934, the text of a decree passed by the Ecuadoran Senate on August 16, 1934, and signed by the President on October 18, 1934, approving the universal postal convention signed at London on June 28, 1929, and the parcel-post agreement signed on that day. Philippine Islands With a communication dated November 28, 1934, the Secretary of War transmitted to the Secretary of State the instrument of ratification by the Philippine Islands of the universal postal convention signed at Cairo March 20, 1934. The ratification, which includes also the regulations of execution, the provisions for air-mail transportation, and the final protocols, has been transmitted to the American Minister to Egypt for deposit with the Egyptian Government. 8 See Bulletin No. 62, November 1934, p. 14. Ecuador POSTAL UNION OF THE AMERICAS AND SPAIN 9 The American Legation at Quito transmitted to the Department of State with a despatch dated November 19, 1934, the text of a decree passed by the Ecuadoran Senate on August 16, 1934, and signed by the President on October 18, 1934, approving the convention of the Postal Union of the Americas and Spain, and the agree ment concerning parcel post, signed at Madrid November 10, 1931. POSTAL CONFERENCE OF AFRICAN STATES The American Legation at Pretoria reported by a despatch dated November 3, 1934, that a postal conference of African states will be held at Pretoria in September 1935. Invitations have been sent to the Governments of Southern Rhodesia, Northern Rhodesia, Mozambique, the Belgian Congo, the French Congo, Kenya, Tanganyika, and Uganda, to send delegates to the conference. Questions in regard to postal, telegraph, and telephone administrations will be discussed with the object of arriving at a greater uniformity in both administration and tariffs in all these branches of the service. Problems arising in connection with the postal facilities on air-mail routes will also be discussed. STATISTICS INTERNATIONAL CONVENTION RELATING TO ECONOMIC STATISTICS 10 Chile By a circular letter dated December 6, 1934, the Secretary General of the League of Nations informed the Secretary of State that he had received the instrument of accession by Chile to the international convention relating to economic statistics, signed at Geneva December 14, 1928, forwarded to him in accordance with article 13 of the convention. TELECOMMUNICATIONS INTERNATIONAL TELECOMMUNICATION CONVENTION Colombia-Ethiopia-Yugoslavia 11 By three notes dated December 7 and 8, 1934, the Spanish Ambassador at Washington informed the Secretary of State of the deposit in the archives of the Ministry of State at Madrid of the instruments of ratification by Colombia, Ethiopia, and Yugoslavia of the international telecommunication convention signed at Madrid December 9, 1932. The ratification by Colombia, which was deposited on November 7, 1934, includes also the general radio regulations, the additional radio regulations, the final radio protocol, the telegraph regulations, final telegraph protocol, and the telephone regulations. The ratification by Ethiopia, which was deposited on November 14, 1934, includes also the telegraph regulations and the final telegraph protocol. The ratification by Yugoslavia, which was deposited on August 28, 1934, does not include any of the regulations or protocols annexed to the convention. MISCELLANEOUS CLAIMS UNITED STATES AND MEXICO: COMMISSIONS 1 Ratifications of the convention between the United States and Mexico signed on April 24, 1934, providing for the en bloc settlement of claims were exchanged at Mexico City on December 13, 1934, and the convention entered into force on that day. The convention provides for a lump-sum settlement of the special claims of the United States by the payment by Mexico of an amount representing the same average percentage of liability as Mexico has agreed to pay on the same class of claims to several European countries. The convention was ratified by the President of the United States on November 27, 1934, and proclaimed by him on December 22, 1934. It will shortly be printed as Treaty Series, No. 878. CLAIMS AGREEMENT BETWEEN THE UNITED STATES AND TURKEY On October 25, 1934, representatives of the United States and of Turkey, respectively, signed at Istanbul a final agreement for the settlement of the claims of the nationals of each country against the other embraced within the agreement concluded by the United States and Turkey through an exchange of notes of December 24, 1923, and confirmed by a further exchange of notes of February 17, 1927. Payment of this sum will be made in thirteen annual installments of $100,000 (one hundred thousand dollars). Payment of the first installment will be made on June 1, 1936, following the ratification of the present Agreement by the Grand National Assembly of Turkey. "ARTICLE II "The two Governments agree that, by the payment of the aforesaid sum, the Government of the Republic of Turkey will be released from liability with respect to all of the above-mentioned claims formulated against it and further agree that every claim embraced by the Agreement of December 24, 1923, shall be considered and treated as finally settled. "ARTICLE III "The present Agreement shall be effective from the date of its signature, subject to the ratification of the Agreement by the Grand National Assembly of Turkey.
