CONVENTION FOR THE REGULATION OF WHALING 10

By a circular letter dated March 24, 1933, the League of Nations announced that the instrument of ratification by Mexico of the convention for the regulation of whaling, signed at Geneva September 24, 1931, was deposited with the Secretariat on March 13, 1933.

Switzerland

A communication dated March 2, 1933, from the League of Nations contains the information that the instrument of ratification by Switzerland of the convention for the regulation of whaling, signed at Geneva September 24, 1931, was deposited with the Secretariat on February 16, 1933.

LABOR

CONVENTION CONCERNING FORCED OR COMPULSORY LABOR 11

Netherlands

According to a communication dated April 1, 1933, from the League of Nations, the ratification by the Netherlands of the convention concerning forced or compulsory labor, adopted by the International Labor Conference at its fourteenth session (Geneva, June 10-28, 1930), was registered with the Secretariat on March 31, 1933. The ratification was accompanied by the following declaration: "1. The Netherlands Government intends to apply the provisions of the Convention integrally in the Kingdom in Europe, in Surinam and in Curaçao;

"2. The Netherlands Government intends to apply the provisions of the Convention to the Netherlands Indies with the following modifications:

"a) Article 3 will not be applied; nevertheless the competent central authorities will be responsible for the employment of forced or compulsory labour;

"b) Article 4 will not be applied to services rendered to owners by persons living in the so-called 'particuliere landerijen' in the Island of Java."

Southern Rhodesia

The League of Nations, on March 29, 1933, issued a communication to the effect that the British Government has informed the Secretariat that, with the consent of the Government of Southern Rhodesia,

His Majesty's Government in the United Kingdom accept, in accordance with the provisions of article 26 of the convention concerning forced or compulsory labor, and by virtue of the above-mentioned consent, the obligations of this convention on behalf of Southern Rhodesia.

The declaration of the British Government concerning the application to Southern Rhodesia of this convention was registered with the Secretariat on March 20, 1933.

Yugoslavia

The League of Nations by a communication dated March 15, 1933, announces that the ratification by Yugoslavia of the convention concerning forced or compulsory labor was registered with the Secretariat on March 4, 1933.

CONVENTION CONCERNING Tthe Marking OF THE WEIGHT ON HEAVY PACKAGES TRANSPORTED BY VESSELS

Union of South Africa

A communication dated March 2, 1933, from the League of Nations contains the information that the instrument of ratification by the Union of South Africa of the convention concerning the marking of the weight on heavy packages transported by vessels, adopted by the International Labor Conference at its twelfth session (Geneva, May 30-June 21, 1929), was registered with the Secretariat on February 21, 1933.

The ratification will not take effect unless and until the ratifications of France, Germany, Great Britain, and Italy have been registered by the Secretary General of the League of Nations in accordance with the terms of article 406 of the Treaty of Versailles.

CONVENTION CONCERNING THE EMPLOYMENT OF WOMEN DURING THE NIGHT-CONVENTION CONCERNING THE NIGHT WORK OF YOUNG PERSONS EMPLOYED IN INDUSTRY 13

Venezuela

According to a communication dated March 16, 1933, from the League of Nations, the ratifications by Venezuela of the convention concerning employment of women during the night, and the convention concerning the night work of young persons employed in industry, were registered with the Secretariat on March 7, 1933. Both conventions were adopted by the International Labor Conference at its first session (Washington, October 29-November 29, 1919).

INTERNATIONAL LOAD LINE CONVENTION 14

Netherland Indies and Curaçao

By a note dated April 14, 1933, the British Ambassador at Washington informed the Secretary of State that the Netherland Government expressed on February 27 its desire that the international convention respecting load lines, signed at London July 5, 1930, should apply, in accordance with article 21, paragraph 1, thereof, to the Netherland Indies and Curaçao. The convention accordingly applies to these territories as from April 27, 1933.

Panama

POSTAL

POSTAL UNION OF THE AMERICAS AND SPAIN 15

By a note dated April 6, 1933, the Spanish Ambassador at Washington transmitted to the Secretary of State the certificate of the act of deposit of the instrument of ratification by Panama of the convention of the Postal Union of the Americas and Spain, and the parcels post agreement, signed at Madrid November 10, 1931. The deposit took place March 8, 1933.

Paraguay

The American Legation at Asunción reported in a despatch dated March 5, 1933, that the Paraguayan Government approved on July 9, 1932, the universal postal convention and the conventions on parcels post and money orders, signed at London June 28, 1929, at the Ninth Universal Postal Congress.

According to a communication dated March 31, 1933, from the League of Nations, the Austrian Government has notified the Secretariat that it has no objections to the reservations which the Netherland

Under date of April 4, 1933, the League of Nations communicates the information that the British Government has notified the Secretariat that it has no objections to the reservations which the Netherland Government desires to make to render applicable to the Netherland Indies the international convention relating to economic statistics of December 14, 1928.

India

According to a communication dated March 22, 1933, from the League of Nations, the Government of India has notified the Secretary General that it has no objections to the reservations which the Netherland Government desires to make to render applicable to the Netherland Indies the international convention relating to economic statistics of December 14, 1928.

TELECOMMUNICATIONS

ARRANGEMENT RELATIVE TO THE ASSIGNMENT OF FREQUENCIES TO RADIO STATIONS ON THE NORTH AMERICAN CONTINENT 18

By a note dated April 1, 1933, the Canadian Minister at Washington informed the Secretary of State, in connection with the withdrawal of Cuba from the arrangement relative to the assignment of frequencies to radio stations on the North American Continent, signed February 26 and 28, 1929, that the Governments of Canada and Newfoundland agree with the opinion, as expressed in the note from the Secretary of State of February 6, 1933, that until replaced by a later agreement, the arrangement should remain effective, subject to the provision of paragraph 17 respecting denunciation, among the Governments of Canada, the United States, and Newfoundland. ·

The Department of State has received from the Bureau of the International Telegraph Union at Berne, copies of the eight instruments as signed at the International Radiotelegraph Conference held at Madrid in 1932, showing the signatures additional to those of December 9 and 10.

Final Radio Protocol: except Ethiopia, Luxembourg, Mexico, and Persia;

Telegraph Regulations: except United States of America, Canada, Liberia, and Nicaragua;

Final Telegraph Protocol: except United States of America, Canada, Liberia, Nicaragua, and Persia;

Telephone Regulations: except United States of America, Australia, Canada, China, Ethiopia, French colonies, protectorates, and territories under mandate, Liberia, Mexico, Nicaragua, New Zealand, Persia, and Venezuela.

The European Radio Protocol was signed by the following countries: Austria, Belgium, Czechoslovakia, Free City of Danzig, Denmark, Egypt, Finland, France (and Algeria, Morocco, and Tunisia), Germany, Great Britain and Northern Ireland, Greece, Hungary, Iceland, Irish Free State, Italy (and Cyrenaica and Tripolitania), Latvia, Lithuania, Netherlands, Norway, Poland, Portugal, Rumania, Russia, Spain (and Spanish Morocco), Sweden, Switzerland, Turkey, Vatican City State, and Yugoslavia.
