NAVIGATION AGREEMENT CONCERNING MANNED LIGHTSHIPS NOT ON THEIR STATIONS 5 Sweden According to a communication dated February 10, 1933, from the League of Nations, the instrument of ratification by Sweden of the agreement concerning manned lightships not on their stations, signed at Lisbon October 23, 1930, was deposited with the Secretariat on February 3, 1933. INTERNATIONAL LOAD LINE CONVENTION Hungary; Rumania By a note dated February 28, 1933, the British Ambassador at Washington informed the Secretary of State that the accessions of Hungary and Rumania to the international load line convention, signed at London July 5, 1930, had been notified to the British Foreign Office. The accession of Hungary was recorded January 16, 1933, and will take effect on April 16, 1933. The accession of Rumania was recorded January 1, 1933, and will take effect on April 1, 1933. STATISTICS INTERNATIONAL CONVENTION RELATING TO ECONOMIC STATISTICS France By a communication dated February 13, 1933, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State of the deposit on February 1, 1933, of the instrument of ratification by France of the international convention relating to economic statistics and protocol, signed at Geneva December 14, 1928. The ratification was subject to the following reservation made by the French plenipotentiaries upon signing the convention: By its acceptance, France does not intend to assume any obligation in regard to any of its colonies, protectorates and territories under its suzerainty or mandate. State that the Governments of the Irish Free State and Poland have notified the Secretariat that they have no objections regarding the reservations which the Netherland Government desires to make to render applicable to the Netherland Indies the international convention relating to economic statistics, of December 14, 1928. TELECOMMUNICATIONS ARRANGEMENT RELATIVE TO THE ASSIGNMENT OF FREQUENCIES TO RADIO STATIONS ON THE NORTH AMERICAN CONTINENT' Cuba The Secretary of State has been informed by two notes, dated December 5, 1932, and March 3, 1933, from the Canadian Minister at Washington, of the decision of the Cuban Government to withdraw from the arrangement relative to the assignment of frequencies to radio stations on the North American Continent, signed at Ottawa February 26 and 28, 1929, by the United States of America, Canada, Cuba, and Newfoundland. Formal notification of denunciation was made by the Cuban Government in a communication dated September 28, 1932. Under the terms of article 17 of the arrangement, it will terminate, in respect of Cuba, one year from the date on which the notice of denunciation was received by the Canadian Government. According to the abovementioned note of March 3, 1933, the date of termination will be October 5, 1933. 7 See Treaty Series No. 777–A. MISCELLANEOUS CLAIMS CONVENTION BETWEEN THE UNITED STATES AND PANAMA TO MODIFY 1 THE GENERAL CLAIMS CONVENTION OF 1926 1 Ratifications were exchanged at Panama on March 25, 1933, of the convention for the modification of the claims convention of 1926 between the United States and Panama. The convention, signed December 17, 1932, entered into force on the date of the exchange of ratifications. CONSULAR INTERPRETATION OF ARTICLE 7 OF THE CONSULAR CONVENTION BETWEEN THE UNITED STATES AND FRANCE OF FEBRUARY 23, 1853 2 By an exchange of notes signed February 23 and March 4, 1933, an agreement was concluded by the United States and France concerning the interpretation of article 7 of the consular convention of February 23, 1853, between the two governments, in relation to the rights of American citizens in France in connection with the French rent laws. The agreement, which will shortly be printed as Executive Agreement Series, No. 44, states in part as follows: The effect of the provisions of Article 7 is to establish the right of citizens of the United States in France to enjoy the same treatment as French citizens in matters relating to the ownership, possession and disposal of property. Accordingly, citizens of the United States are entitled, to enjoy in France the benefit of all the provisions, whether applicable to owners or tenants, contained in the French law of April 1, 1926, as amended by the law of June 29, 1929, governing the relations between lessors and lessees of premises used for residential purposes, and in the law of June 30, 1926, as amended by the law of April 22, 1927, governing the relations between tenants and landlords of premises used for commercial or industrial purposes, notwithstanding Article 11 of the Civil Code and the exceptions or restrictions applicable to foreigners under the aforesaid laws.
