State was informed that the instruments of ratification by Lithuania of the protocol concerning the revision of the statute of the Permanent Court of International Justice and the protocol relating to the accession of the United States of America to the protocol of signature of the statute of the Permanent Court of International Justice were deposited with the Secretariat of the League on January 23, 1933.

ADVISORY OPINION RELATING TO THE CONVENTION CONCERNING THE

EMPLOYMENT OF WOMEN DURING THE NIGHT

The Secretary of State was informed by communiqué No. 717 (Unofficial) of November 15, 1932, from the Permanent Court of International Justice, of an advisory opinion rendered by the court relating to the application of the convention concerning the employment of women during the night. The text of the communiqué appears in the section of this bulletin headed "Labor."

By a note dated January 31, 1933, the French Ambassador at Washington informed the Secretary of State, in conformity with the provisions of the Washington naval treaty, of the laying of the keel of the French capital ship Dunkerque. The particulars are given as follows:

The British Ambassador at Washington informed the Secretary of State by a note, dated February 24, 1933, in conformity with article 10 of the London naval treaty, of the completion of the destroyer Decoy. The particulars are given as follows:

Date of laying keel: June 25, 1931

Standard displacement: 1,375 tons (1,397 metric tons)
Length at water line: 326 feet

Extreme beam at or below water line: 33 feet

By a note dated February 27, 1933, to the Secretary of State, the British Ambassador at Washington conveyed the information of the laying of the keel of the British cruiser Arethusa. The particulars are given as follows:

NON AGGRESSION PACT AND CONCILIATION CONVENTION BETWEEN FRANCE AND RUSSIA

By a despatch dated December 5, 1932, the American Chargé d'Affaires ad interim at Paris transmitted to the Department of State copies as published in Le Temps, December 1, 1932, of the nonaggression pact and conciliation convention between France and Russia, both signed November 29, 1932.

In accordance with article 10 of the convention for the amelioration of the condition of the wounded and sick of armies in the field, signed July 27, 1929, which provides that each high contracting party shall notify to the other contracting parties the names of the volunteer aid societies which it has authorized under its responsibility to render assistance to the regular medical service of the armed forces, the British Chargé d'Affaires ad interim at Washington notified

CONVENTION BETWEEN THE UNITED STATES AND MEXICO FOR FLOOD CONTROL AND RECTIFICATION OF THE RIO GRANDE CHANNEL

A convention between the United States and Mexico for flood control and rectification of the Rio Grande channel in the El PasoJuarez Valley was signed at Mexico City on February 1, 1933.

The convention provides for the building of a flood-storage reservoir in the United States and the straightening of the river course throughout the valley as well as the building of flood-control levees along the rectified banks for a distance of about 85 miles.

One of the aims of this convention is to stabilize the boundary as the middle of the deepest channel running in the rectified river channel.

EXTRATERRITORIALITY

AGREEMENT RELATING TO CHINESE COURTS IN THE INTERNATIONAL SETTLEMENT at ShangHAI 1

With regard to the agreement and exchange of notes relating to the Chinese courts in the International Settlement at Shanghai, signed at Nanking, China, February 17, 1930, by a representative of the Chinese Minister for Foreign Affairs and by representatives of the American, Brazilian, British, French, Netherland, and Norwegian diplomatic representatives to China, which agreement was to continue in force for a period of three years from April 1, 1930, with the proviso that it might be extended for an additional period upon mutual consent of the parties thereto, the Department of State is informed by the American Legation at Peiping that an exchange of notes took place at Nanking, China, on February 8, 1933, between representatives of the parties named, extending the said agreement and exchanges of notes for a period of three years from April 1, 1933, provided that either of the parties may notify the other, six months before the expiration of the period, of their desire to denounce; and that in case neither party shall have given such notice

within the period specified, the agreement and attached notes shall continue in force thereafter, until they are denounced by either of the parties thereto, of which denunciation six months' prior notice must be given to the other party.

The practical effect of this exchange of notes is to continue in effect the present Chinese judicial organizations in the International Settlement which have jurisdiction over Chinese and non-extraterritorial nationals within that area.
