LEGISLATIVE BRANCH APPROPRIATIONS FOR

FISCAL YEAR 1981

TUESDAY, FEBRUARY 5, 1980.

Mr. BENJAMIN. The Committee will come to order. This morning we are going to commence hearings on the fiscal year 1981 budgets for the various Legislative Branch agencies under the jurisdiction of the Subcommittee on Legislative Branch appropriations.

I would like to welcome the other members of the subcommittee who are returning: John Slack of West Virginia, Neal Smith of Iowa, Bob Giaimo of Connecticut, Sidney Yates of Illinois, Bob Michel of Illinois, Silvio Conte of Massachusetts, and Eldon Rudd of Arizona. Mr. Whitten, the chairman of the Committee on Appropriations will be dropping by from time to time.

The budget that we are going to consider totals $1,056,476,100 and excludes Senate items that total $227,018,000, for a total budget of $1,283,494,100. Including the Senate items, the FY 1981 budget is an increase of $125,508,700 (11 percent) over the $1,157,985,400 already enacted for FY 1980; and an increase of $70,403,600 (6 percent) over FY 1980 appropriations plus pending supplementals. Only a portion of this budget is for Congressional Operations, $816,293,100. This is a $53,299,700, or 7 percent increase over the $762,993,400 enacted for Congressional Operations in FY 1980. If supplementals are included, the increase is $14,388,600, or under 2 percent.

The balance of the funds support statutory and administrative responsibilities for the Executive Branch and the public of such agencies as the Library of Congress, Architect of the Capitol, Copyright Royalty Tribunal, Botanic Garden, Government Printing Office, the General Accounting Office and the Cost-Accounting Standards Board.

Mr. BENJMAIN. Today we are going to take up the budget for the House of Representatives which totals $343,924,100 for 1981, an increase of $6,548,100 over 1980 including pending supplementals, plus certain joint items totaling $45,872,000, a decrease of $14,572,500 under 1980 appropriations including pending supplementals.

Mr. Ray Colley, Deputy Clerk, is pinch-hitting for the Clerk of the House, Edmund L. Henshaw, Jr., this morning. He is accompanied by Mr. Ken Harding, the Sergeant at Arms, the Doorkeeper, James Molloy, and the Postmaster, Robert Rota.

Ted Henshaw has been ill for the past several months but we understand he is recovering rapidly and coming along very well. Please give him our best, Ray, and tell him we asked about him. Mr. Colley, would you please introduce the people whom you have with you.

Mr. COLLEY. Mr. Benjamin, I have fallen upon hard times, as you can tell from my voice, and none of the modern medical cures that we seem to have in existence does anything for a common cold, so if my voice disappears on me I will have Mr. Tom Ladd, who is assistant to the Clerk, and Mr. John Lawler, who is our finance officer, substituting as necessary.

I am pleased to report to you that Ted Henshaw, the Clerk of the House, is making good progress, and we shall express to him your good wishes. He appreciates hearing from all of you, I am sure. There are some other members of the Clerk's staff here. Our budget staff in the Office of Finance basically provides information

to the subcommittee and to OMB and for the Clerk, and in addition to Mr. Lawler, Mr. Mike Heny and Mr. Michael Moore are here, and one of the unsung heroes or heroines, I guess, of the Finance Office is Anne Marie Williams, who supervised the production of all this material and got it ready as Mr. Lombard and I called and everyone else called, and she is going to be with us for awhile. You have mentioned the House officers are here, and they will come on and discuss their portions of the budget as we get to it in the testimony.

Mr. BENJAMIN. For Mr. Rudd and other members of the subcommittee as they may appear, they will be able to raise questions as we consider the items and then the various budget aspects as you set out in your statement.

CLERK'S GENERAL STATEMENT

Please proceed with your statement.

Mr. COLLEY. Mr. Chairman, we will now present our FY '81 requests for all House accounts and certain joint items. Our presentation will generally follow the order of the accounts listed in the Schedule of Budget Increases and Decreases with minor deviations. I propose that we take up the estimates for all programs that are handled by each House officer at the same time.

Mr. BENJAMIN. Let me ask at this time to be kind enough to provide a table similar to that found on pages 1291 and 1292 of the 1980 hearings, which will include actual expenditures for fiscal year 1979, analysis of fiscal year 1980 appropriations and fiscal year 1981 estimates reflecting the increase/decrease in each item. Mr. COLLEY. Yes, sir, we can provide you with a table.

Mr. BENJAMIN. And authorized positions, permanent, temporary, and other, for each account for fiscal year 1979 and fiscal year 1980 and requested for fiscal year 1981.

Mr. COLLEY. That is a 3-page set. I am giving you all that information. We will include that in the hearing record.
