Mediterranean Cemeteries and Memorials. $3,058,000 are provided for the Mediterranean Region to administer, supervise, operate and maintain 3 burial grounds and 4 monuments and memorial structures, in Italy, North Africa and Gibraltar, $110,000 more than the current year. Increases are $128,000 for salaries and personnel benefits; $4,000 for travel of personnel; $5,000 for the transportation of supplies, materials, and spare parts; $22,000 for utilities, communications, and State Department Administrative Support; and $13,000 to replenish stockage of supplies, materials, and spare parts. Offsetting the increase in part are decreases of $44,000 in maintenance, repairs and improvements and $18,000 in the replacement of worn-out and uneconomically repairable equipment.

Asian Cemeteries and Memorials. $864,000 are provided for the Manila American Cemetery and Memorial and the Cabanatuan Monument, $14,000 more than the current year. Increases are $8,000 in salary and personnel benefits; $5,000 for transportation of personnel on home leave; $1,000 for the transportation of supplies, equipment and spare parts; $12,000 for utilities, communications and State Department Shared Administrative Support and $15,000 for maintenance, repairs and improvements. Offsetting these increases in part are decreases of $1,000 in printing and reproduction of information handouts; $5,000 in replenishment of supplies, materials and spare parts and $21,000 in the replacement of worn-out and uneconomically repairable equipment.

Latin Cemeteries and Memorials. $386,000 are provided for the operation and maintenance of 2 burial grounds and 4 memorial structures and monuments in Panama, Mexico and Cuba, $6,000 more than the Increases are $11,000 for salaries and personnel benefits; $1,000 for the transportation current year. of supplies and equipment, $3,000 in utilities, State Department Administrative Support and communications; $2,000 in the replenishment of supplies, materials and spare parts. Offsetting the increases in part are decreases of $2,000 for the transportation of U.S. employees on home leave and $9,000 for the maintenance, repairs and improvements.

This appropriation request provides $20,265,000 for the administration, operation, supervision, and care and maintenance of the 24 burial grounds and 53 memorials, monuments, markers and memorial structures around the world; $54,000 more than the current year. Included in the request are $700,000 to defray currency exchange losses, which were $687,000 during the past year.

Personnel Compensation. $11,711,000 are provided for the salaries and personnel benefits of 5 military, 53 U.S. civilian and 318 foreign national employees indigenous to the countries in which our installations are located, $401,000 more than the current year. Included in the request are funds to defray the cost of living increases, ingrade increases scheduled promotions and anticipated currency exchange losses.

Personnel Benefits. $4,463,000 are provided to defray costs of personnel benefits, $161,000 more than the current year. These allowances are authorized by U.8. federal law, the laws of the countries where our installations are located and the treaty agreements between the host countries and the U.S. Federal Government. They include U.S. and foreign national (FN) social security, G8 medicare taxes; GS and FN life insurance; GS education allowances; GS, military, and FN retirement; G8 quarters allowances; GS post allowances; GS and FN health insurance; GS and military temporary lodging allowances, GS thrift savings programs; GS and FN colas; bonuses; and FN family allowances. included are increases in benefits as the result of anticipated currency exchange losses.

13. Benefits for Former Personnel. $41,000 are provided to defray severance pay to FN employees in Italy and currency exchange losses by the Department of State in its payment of retirement benefits to former ABMC FN employees under the U.S. retirement system, $8,000 more than the current year.

21. Travel and Transportation of Persons. $291,000 are provided for the travel and transportation of ABMC's U.S. and FN employees, its dependents travelling to or from overseas stations, and the Presidentially appointed members of ABMC who are charged with oversight of ABMC operations, $20,000 less than the current year. The members of the Commission are newly appointed and will be taking orientation tours of our overseas installations to familiarize themselves with ABMC's operations and the shrines for which it is responsible.

Transportation of Things. $131,000 are provided for the transportation of supplies, materials, spare parts, vehicles and equipment utilized in the operation, care and maintenance of ABMC facilities and for the transportation of household goods in connection with permanent changes of station, $5,000 more than the current year.

Rent, Communications and Utilities. $1,052,000 are provided for rental of quarters, and office, storage and garage space; postal, telephone, and fax services; water, gas and electricity; and State Department administrative support, $58,000 more than the current year.

24. Printing and Reproduction. $33,000 are provided for the printing and reproduction of photographs, general information pamphlets, cemetery booklets, lithographs of the cemeteries and memorials for presentation to members of the families of those interred in or commemorated by name at the shrines of ABMC, the annual report to the President, engineering drawings, and other printed matter, $1,000 less than the current year.

25. Other Services. $728,000 are provided for vehicular insurance in those countries that require it by law and for contractual maintenance and repairs, $440,000 less than the current year.

26. Supplies and Materials. $1,249,000 are provided to replenish stockages of plantings and seeds; horticultural, repair and utility, custodial and office supplies; petroleums, oils and lubricants; tires and tubes; and spare and replacement parts for vehicles and equipment, $82,000 more than the current year.

31. Equipment. $291,000 are provided for the replacement of worn-out and uneconomically repairable vehicles, equipment and furniture, $180,000 more than the current year.

32. Lands and Structures. $275,000 are provided for capital improvements, $20,000 less than the current year.
