Section 208 of the Act. The right of any person to any future payment under this title shall not be transferrable or assignable, at law or in equity, and none of the moneys paid or payable or rights existing under this title shall be subject to execution, levy, attachment, garnishment, or other legal process, or to the operation of any bankruptcy or insolvency law.

402.401 Method of making payments. When the Board has found, from the evidence before it, that an applicant is entitled to receive payment of a benefit under title II of the Act, and has determined the amount of such benefit, it will certify to the Secretary of the Treasury the name and address of such applicant, the amount of such benefit, and the time at which payment should be made. No transferee or assignee of any person entitled to any future payment under title II of the Act will be certified by the Board to the Secretary of the Treasury for payment.*+
