As will be noted in the tables printed in Consular Reports showing the value of foreign coins, the Austrian silver florin, the old money unit of the empire, fluctuated in value from 47.6 cents in 1874 to 32 cents in July, 1892, when it was superseded by the gold crown, with a fixed value of 20.3 cents. The downward course of the old silver florin must be taken into account in the Austrian wage rate, thus scaling still further the very low rate which prevailed in that country. †A week of seven days. While silver is the normal currency of Russia, paper is the actual currency in which all general business and other commercial values are estimated throughout the Empire. Consul-General Karel of St. Petersburg, in a report upon this subject, says: "The paper ruble-officially called credit ruble'-is the actual currency of Russia." Silver, being very little in circulation, plays only a small part in Russian currency. Gold is the standard by which the values of both the paper and silver ruble are deter mined. The Consul-General says that, at the date of his writing (July 16, 1895), the silver ruble passed at par with the paper ruble, which was then quoted at 52.1 cents American. According to the United States Treasury valuations, the silver ruble on that date was valued at only 38.9 cents. The Russian gold ruble has a fixed value of 77.2 cents. In 1881, the date on which the foregoing Russian wage rates were obtained, the silver ruble was valued by the United States Treasury at 64.5 cents; on July 1, 1895, at 38.9 cents. FOREIGN MEASURES. Secretary of War Lamont sent to the last congress an abstract of the military force of the United States for the year 1894, compiled from the latest returns received by the adjutant-general of the army. The statement shows the organized strength by states, gives the number of commissioned officers, non-commissioned officers, musicians and privates and the number of men available for military duty unorganized. A grand aggregate shows 9,505 commissioned officers, 20,410 non-commissioned officers, 4,047 musicians, 107,394 privates, and places the number of men available for military duty unorganized at 9,582,806.
