COMMITTEE ON ARMED SERVICES,

The subcommittee met, pursuant to call, at 2:17 p.m., in room 212, Old Senate Office Building, Senator Thomas J. McIntyre (chairman). Present: Senators McIntyre (presiding) and Bentsen. Also present: Hyman Fine, professional staff member. Senator MCINTYRE. The subcommittee will come to order.

This afternoon the Navy will testify in support of the Undersea Long-Range Missile System (ULMS). The total request for fiscal year 1973 is $942.2 million of which $520.4 million is for continued research and development, $394.5 million is to initiate long leadtime procurement, and $27.3 million for military construction. In addition, there is a pending supplemental request for $35 million more for fiscal year 1972.

This program promises to be one of the major and most controversial issues to be considered by the Congress. This is not because there is a large body of opposition to a system which will be needed as an ultimate replacement for the Polaris-Poseidon fleet. On the contrary, there was general acceptance of this need in the debates on the floor last year.

It is controversial principally because of the decision of the administration to accelerate this development program and to ask for a commitment to production in fiscal year 1973.

The subcommittee has a primary interest in the research and development part of the program. However, the program must be examined in its total context, including all appropriations, to obtain a full understanding of the proposal and to provide a basis for committee consideration.

Admiral Lyon, we are going to take a much deeper look at this program than we originally intended, and we are going to have to do it under much more difficult circumstances.

It will be up to you to try to figure out what segments you are going to work this out on.

This is our regular type of subcommittee hearing. And I understand we are going to do more exhaustive work on it.
