"SCHOLARSHIPS

"SEC. 225. (a) To encourage students at schools of 7 medicine, osteopathy, and dentistry to become commissioned 8 officers of the Regular Corps upon completion of their pro9 fessional training, the Secretary may make in accordance 10 with this section scholarship grants for study at such schools. 11 "(b) To qualify for a scholarship grant under this sec12 tion, an individual must make application therefor in such 13 manner as the Secretary shall by regulation prescribe and 14 must

"(1) be enrolled or accepted for enrollment in a full-time course of study at a school of medicine, osteopathy, or dentistry leading to a degree of doctor of medicine, osteopathy, or dentistry or an equivalent degree, and

"(2) enter into an agreement with the Secretary

to serve upon completion of his professional training as a commissioned officer of the Regular Corps for a period

of six months for each academic year a scholarship grant

is received under this section.

1 shall begin within such reasonable period of time after com

2 pletion of professional training as the Secretary shall by regu

3 lation prescribe.

"(c) A scholarship grant under this section shall be

5 made in such uniform amount (not in excess of $5,000 per 6 student per, academic year), and shall be paid in such man

7 ner, as the Secretary shall by regulation prescribe.

"(d) If an individual fails to comply with the terms of 9 his agreement with the Secretary for service in the Regular 10 Corps, the United States may recover from such individual 11 all or such portion of the amount of scholarship grants re12 ceived by such individual under this section as the Secre13 tary determines is appropriate. The Secretary shall by regu14 lation provide for the waiver or suspension of any obligation 15 under such an agreement applicable to any individual whenever compliance by such individual is impossible or would 17 involve extreme hardship to him and if enforcement of such 18 obligation with respect to him would be against equity and 19 good conscience.

"(e) The Secretary may enter into agreements with 21 schools of medicine, osteopathy, or dentistry or other appro22 priate public or nonprofit private agencies under which such 23 schools or other agencies will, as agents of the Secretary, 24 perform such functions in the administration of this section, 25 as the Secretary may specify. Any such agreement with any

1 school or other agency may provide for payment by the 2 Secretary of amounts equal to the expenses actually and 3 necessarily incurred by such school or other agency in 4 carrying out such agreement.

5 "(f) For the purpose of making scholarship grants under 6 this section, there are authorized to be appropriated $2,000.7 000 for the fiscal year ending June 30, 1973; $4,000,000 8 for the fiscal year ending June 30, 1974; and $8,000,000 for 9 the fiscal year ending June 30, 1975. For the fiscal year 10 ending June 30, 1976, and for each succeeding fiscal year, 11 there are authorized to be appropriated such sums as may 12 be necessary to continue to make such grants to students who 13 received such a grant before July 1, 1975, and who are eli

14 gible for such a grant under this section during such suc15 ceeding fiscal year."

A BILL

To amend the Public Health Service Act to provide for a Public Health and National Health Service Corps scholarship training program.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 218 of the Public Health Service Act is 4 amended to read as follows:

5 "PUBLIC HEALTH AND NATIONAL HEALTH SERVICE CORPS

SCHOLARSHIP TRAINING PROGRAM

7 "SEC. 218. (a) The purpose of the Public Health and 8 National Health Service Corps scholarship training pro9 gram (hereinafter referred to as 'such program') is to obtain 10 trained physicians, dentists, nurses, and other health-related

1 specialists for the National Health Service Corps and the

2 Public Health Service Corps of the Department of Health, 3 Education, and Welfare.

"(b) To be eligible for acceptance and continued par

5 ticipation in such program, each applicant must—

"(1) be accepted for enrollment, or be enrolled

as a full-time student in an accredited (as determined by the Secretary) educational institution in the United 9 States, or its territories or possessions;

"(2) pursue an approved course of study, and maintain an acceptable level of academic standing, leading to a degree in medicine, dentistry, or other health related specialty, as determined by the Secretary;

"(3) be eligible for, and hold an appointment as a commissioned officer in the Regular or Reserve Corps of the Public Health Service or be selected for civilian

service in the National Health Service Corps; and

"(4) agree in writing to serve in the Commissioned Corps of the Public Health Service or as a civilian member of the National Health Service Corps following completion of training as provided in sub22 section (f) of this section.

"(c) Each participant in such program will be author24 ized a stipend for each approved academic year of training, 25 not to exceed four years, in an amount prescribed by the
