fied to represent others before the Patent Office, there is absolutely no basis for the said proposal, because any one qualified to practice before the Patent Office is undoubtedly entitled to call himself an "Attorney" in the real meaning of this word. The whole question can be easily solved if the members of the Bar are called Patent Lawyers, whereas those not admitted to the Bar are called Patent Attorneys.

BOOK REVIEW.

The MacMillan Co. has recently published a book by Floyd L. Vaughan, Ph.D. entitled "Economies of Our Patent System." The work contains 250 pages exclusive of the appendix and index which occupy about 40 more. It is more comprehensive in scope than most treatises on patents and discusses the causes of invention, the operation and evils of the patent system and the ways in which it could be improved. It does not take up methods of patent procedure in detail.

Chapter I deals with the causes of invention; history of patents; salient features of the present patent law and the justification of patents.

Chapter II treats of patent pools and discusses in considerable detail about a dozen of the more important ones and the court decisions thereon.

Chapter III relates to patent consolidations; it gives an account of the way in which these are formed and the history and court decisions of a considerable number of them.

Chapters IV and V deal with unfair competition and described in detail the various methods by which this is brought about and the decisions thereon.

Chapter VI concerns the suppression of patents with decisions in a few cases in which this has figured in the courts.

Chapter VII describes other evils of the patent system such as extent, expense and cause of litigation; delay in granting patents, unscrupulous promotion of patents, etc.

Chapter VIII treats of the discouragement of inventors and the causes thereof, including demerits of invention; monopoly of patents; unfair competition; lack of capital, etc.

Chapter IX discusses various possible remedies such as decrease in the number of patents; fewer claims; thorough examination of applications; publicity of applications; uniformity in judicial interpretation; assumption of validity and preliminary injunctions; cumulative damages; court of patent appeals; compulsory working of patents; expiration of basic and improvement patents at the same time, etc.

The book presents a well balanced picture of the field which it seeks to cover, although it is painted in rather dark colors as is perhaps natural in view of its evident purpose. For the same reason presumably, the author has failed in some cases to point out the evils which arise from the system and could be changed by legislation and those which arise from human greed and individual dishonesty and which would probably be as evident as ever under any system. It is well worth reading by anyone who is interested in obtaining a comprehensive view of the whole situation rather than detailed information concerning some small portion of it.

A CORRECTION.

The July Journal contains a book review "The Historical Foundation of the Law Relating to Trade Marks" published by Columbia University. The author's name, Frank I. Schechter A. M., J. D., was inadvertantly omitted. This omission is here corrected with the apologies of the editor to the author and to the public.
