Mr. George A. Prevost, of Washington, D. C., VicePresident of the American Patent Law Association, the national association of patent lawyers, having members in 53 American cities.

SECRETARY.

Mr. L. W. Wallace, of Washington, D. C., Executive Secretary of the American Engineering Council, consisting of 29 engineering societies representing almost 40,000 engineers;

Mr. Jo. Bailey Brown, of Pittsburgh, Pa., one of the patent advisers representing the United States at the Paris Peace Conference, and nominated by the Pittsburg Patent Law Association;

Mr. A. J. Brousseau, of New York City, a prominent automobile manufacturer, nominated by the Chamber of Commerce of the United States;

Col. Harry Frease, of Canton, Ohio, formerly Presi dent of the Cleveland Patent Law Association, and nominated by the Association;

Mr. Henry M. Huxley, of Chicago, Ill., Secretary of the Chicago Patent Law Association and nominated by that association;

Mr. Eugene G. Mason, of Washington, D. C., formerly Secretary of the patent section of the American Bar Association, probably the largest association of its kind in the world, and nominated by Secretary of State Hughes, who is president of that association;

Mr. Edwin J. Prindle, of New York City, formerly Secretary of the patent committee of the National Research Council and nominated by the National Association of Manufacturers;

Mr. Milton Tibbetts, of Detroit, Michigan, Assistant Secretary of the Packard Motor Car Company and formerly President of the Michigan Patent Law Association, and nominated by the association.

These gentlemen met at the Patent Office on Oct. 6 and were escorted to the White House by Secretary Work and Commissioner Robertson, where they were received by President Coolidge, and the picture taken which is shown in the frontispiece.

In the afternoon organization was effected at the Patent Office and a plan of work outlined. This included the appointment of two sub-committees. The first consists of Messrs. Frease, Prevost and Mason, and its duty is to digest the report on the Patent Office made in 1912 by the Taft Economy and Efficiency Commission and see what suggestions contained therein have already been carried out and what other suggestions might be adopted.

The second sub-committee consists of Messrs. Brown and Wallace. This committee is charged with the duty of receiving and tabulating suggestions for further improvements.

A complete survey of the Patent Office building was made and notes taken of various operations which the members wished to study.

The Committee then adjourned subject to the call of the Chairman after reports have been received from the sub-committees.

The changes in location of the various divisions of the Patent Office have been practically completed and their present room and phone numbers are given below.

Although 225 took the August examination, the Civil Service Commission was only able to certify 29 eligibles. The list being completely exhausted, it has become necessary to make about a dozen temporary appointments from the supplemental register and more such appointments will probably be made as need arises.

In conformity with the reclassification act, appointments are now made to the grade of Junior Patent Examiner, salary $1860. A chart showing the salaries paid in the different grades within the office, was published in the October Journal.

In the last instructions to applicants published by the Civil Service Commission, the following paragraph has been added.

"Duties. The duties of appointees will be to perform elementary scientific or technical work in the examination of applications for patents; to see what the alleged inventor thinks he has produced that is new, and to see that the disclosure is complete; and to investigate the prior art as represented by patents already granted in the United States and various foreign countries and by the description in technical literature.

The paragraph relating to the supplemental register has been rewritten and reads as follows."

"Requirements for Supplemental Register.-A supplemental register will be established from this examina
