Texas-Utility Law Attorney

Position: Texas Legal Services Center (TLSC) seeks an experienced attorney to represent clients in utility rate commission (P.U.C.) hearings, on termination issues, and in advocacy in federal energy programs and settlements.

Background: TLSC is the state support program serving the 11 field programs in Texas. This position is new, and the attorney will be expected to work directly with existing client groups and to serve as a resource for local program attorneys with utility cases.

Austin, the state capital, is located in the scenic hill country of central Texas. Known for its very progressive environment, Austin is the home of the University of Texas. Local lakes and springs provide year-round recreation in a warm, generally dry climate. Many cultural and educational opportunites are readily available.

Qualifications: Prior work in representing group clients is preferred. Experience in administrative law and federal court experience helpful.

Washington-Staff Attorney

Position: Staff Attorney.

Background: The Institutional Legal Services project of Evergreen Legal Services is located in Tacoma, Washington. The project represents persons in prisons, juvenile institutions, and mental hospitals. There is presently a vacancy for an experienced staff attorney to represent prisoners. Additional staff attorney openings in the project may be available depending on funding to serve some or all of the client populations described above.

Responsibilities: The attorney will maintain a reasonable caseload under the supervision of the Project Director. The attorney will be responsible for visiting the institutions, individual representation, and conducting classes for inmates or residents.

Qualifications: Must be member of the Washington State bar.

NCLC Releases New Consumer Class

Actions Manual

The National Consumer Law Center has just released a new practice manual, Consumer Class Actions: A Practical Litigation Guide (1987), written by Joel Stein. This is a step-by-step, "nuts and bolts" treatment of every major aspect of handling a consumer class case from pre-filing evaluation through distribution of class benefits. The manual is designed to illustrate how class action litigation is manageable for even small law offices. More experienced class action litigators will also find the guide invaluable in avoiding and resolving many practical issues that they may not have previously considered; neglect of those issues can needlessly complicate a class action. Numerous appendices provide sample forms for every major type of class document.

The author, Joel Stein, was formerly director of consumer litigation for the Legal Assistance Foundation of Chicago and is now chief of the Affirmative Litigation Division of the City of Chicago Law Department. Mr. Stein has had extensive experience handling consumer class actions, and this manual is a unique resource that should be found in every law office.
