Little & Ives Company 16-23-4/ PREFACE This account of elementary and secondary education in Bulgaria is the result of several weeks of intensive study of the educational situation. It was not the original intention of the writer to publish any such account. The time for school visitation was limited; language difficulties interfered; and it was deemed unlikely that any trustworthy study could be made. But the changes since the war proved to be so interesting and the educational administration of the farm bloc such a curious combination of extraordinary educational insight and practical ability, that it was considered worth while to write the whole matter down. Several different interpreters and translators were used. There are undoubtedly mistakes of translation and emphasis. But in the main the work was carefully done, covered the field as extensively as possible, and was checked in so far as seemed necessary. The thanks of the writer are due to Mr. Graham Kemper, United States Consul in Sofia; to Dr. Constantine Stefanoff, professor in the University of Sofia; to Mr. Dontscho Atanasoff, Mr. John Monedjikoff, Mr. C.
