AUTOMATIC PROMOTIONS FOR PART-TIME EMPLOYEES IN THE CUSTODIAL SERVICE OF THE POST OFFICE DEPARTMENT

Mr. HERLONG, from the Committee on Post Office and Civil Service, submitted the following

REPORT

[To accompany H. R. 1516)

The Committee on Post Office and Civil Service, to whom was referred the bill (H. R. 1516) to amend the act entitled "An act to reclassify the salaries of postmasters, officers, and employees of the postal service; to establish uniform procedures for computing compensation; and for other purposes," approved July 6, 1948, so as to provide annual automatic within- rade promotions for hourly employees of the custodial service, having considered the same, report favorably thereon with amendments and recommend that the bill as amended do pass.

The amendments are as follows:

(a) Page 2, line 8, strike out beginning with the word "at" down to but not including the period in line 9, and insert in lieu thereof "July 1, 1949".

(b) Amend the title so as to read:

A bill to amend the Act entitled "An Act to reclassify the salaries of postmasters. officers, and employees of the postal service; to establish uniform procedures for computing compensation; and for other purposes," approved July 6. 1945, so as to provide annual automatic within-grade promotions for hourly employees of the custodial service.

PURPOSE OF AMENDMENTS

The purpose of amendment (a) is to change the effective date from the beginning of the quarter following the date of enactment to July 1, 1949. The Post Office Department has no objection to this change. The purpose of amendment (b) is to correct an error in date appearing in the title of the bill as introduced.

STATEMENT

It is the purpose of this legislation to provide for automatic promotions for part-time employees in the custodial service of the Post
