SALARIES OF POSTAL EMPLOYEES

COMMITTEE ON POST OFFICES AND POST ROADS,

Washington, D. C. The committee met, pursuant to call, in the committee room, Capitol, at 10 o'clock a. m., Senator George H. Moses presiding. Present: Senators Moses (chairman), Schall, La Follette, and Brookhart.

Also present: Senator Walter F. George, of Georgia.

The CHAIRMAN. This hearing is held for the purpose of considering various bills on the committee calendar having reference to administrative matters in the Postal Service; and the first is Calendar No. 6, S. 861, a bill introduced by Senator McKellar, providing additional compensation for certain employees of the Post Office Department for overtime service.

A BILL Providing additional compensation to certain employees of the Post Office Department for overtime service

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That hereafter when emergencies or the needs of the service require clerks and special clerks in first and second class post offices, railway mail clerks assigned to terminals, and letter carriers in the City Delivery Service to work in excess of eight hours a day, for such additional services they shall be paid at a rate of 50 per centum higher than their salaries as fixed by law. The CHAIRMAN. Is there anybody present who wishes to be heard on that bill?

Mr. FLAHERTY. Senator, are you going to proceed in the order in which these bills are arranged here?

The CHAIRMAN. On the calendar; yes.

Mr. FLAHERTY. I should like to be heard briefly.

STATEMENT OF THOMAS F. FLAHERTY, SECRETARY-TREASURER NATIONAL FEDERATION OF POST OFFICE CLERKS, WASHINGTON, D. C.

Mr. FLAHERTY. With respect to S. 861, which was introduced by Senator McKellar and which provides for additional compensation for overtime, I will state that the organization that I representnamely, the National Federation of Post Office Clerks-favors a measure of this kind, because we believe that a punitive rate should be placed on overtime in order to bring about a more satisfactory administration of the eight-hour law.
