FOREWORD

Title VIII of the Congressional Budget Act of 1974 (P.L. 93-344) assigned the Comptroller General the responsibility to identify congressional information needs as expressed in legislative requirements; to monitor the various reporting requirements of the Congress; to identify congressional needs for fiscal, budgetary, and program-related information; and to maintain a central file or files of fiscal and budgetary information.

As a part of its efforts to fulfill this responsibility, the General Accounting Office (GAO) has established a continuing program to maintain Congressional Information Sources, Inventories, and Directories (CISID)—a data base of current inventories of requirements for recurring reports, evaluation studies, and fiscal, budgetary, and program-related information sources and systems. This data base is maintained on central computer files in such a manner as to render it transferable to other organizations, including the Library of Congress' SCORPIO information retrieval system, thus facilitating the use of the inventories and directories by the committees of both Houses of Congress.

For those who may not have immediate access to SCORPIO, or any other computer based information system providing access to CISID, GAO is publishing the 1980 issue (third edition) of the Congressional Sourcebook Series reflecting the recent updating of the contents of these inventories.

The Congressional Sourcebook Series consists of three separate volumes. Each volume is an indexed directory and guide, addressing the following areas:

(1) Requirements for Recurring Reports to the Congress-describes the various requirements for recurring reports to the Congress from the executive, legislative, and judicial branches of the Federal Government.

(2) Federal Information Sources and Systems-describes Federal sources and systems maintained by executive agencies, which contain fiscal, budgetary, and program-related information.

(3) Federal Evaluations-contains an inventory of program and management evaluation reports produced by and for most of the departments, agencies, and various commissions of the Federal Government.

We trust that the Congressional Sourcebook Series volumes, together with the CISID computer tapes, will facilitate identification, acquisition, and utilization of relevant and reliable information which is needed by the Congress in carrying out its oversight and budget control responsibilities.

The Congressional Sourcebook Series will be distributed to each Member of the Congress, the congressional leadership, each congressional committee and subcommittee, the President and Vice President of the United States, the head of each Federal department and agency, the Chief Justice of the United States and other appropriate offices of the Judicial Branch, state officials, and libraries.

I invite your comments and suggestions on how these directories can be made more helpful in future editions.
