Purpose: This system constitutes the official centralized accounting system for the Agency, designed to provide for the orderly recording and reporting of all financial transactions of the Agency, in accordance with various public laws, and OSD, OMB, Treasury, and GAO regulations. The system is the official source of all financial statements, reports, and other fiscal data required for Agency management at all levels. Input: Source data are generated both internally and externally and include all documents which evidence the apportionment, transfer, allotment, commitment, obligation, expenditure, disbursement, reimbursement, refund, and collection of funds appropriated to the agency, and all other funds for which the agency is accountable. Content: The system is comprised of a General Ledger and an Allotment Ledger Subsystem. The General Ledger Subsystem provides a technique for classifying, summarizing controlling, and reporting all Agency financial transactions. This subsystem further provides a complete record of Agency operations and provides control over assets, liabilities, funds, revenues, and costs. The Allotment Ledger Subsystem provides a method of restricting obligations and expenditures to the purposes for which authorized, insuring that obligations and expenditures do not exceed amounts authorized, and fixing responsibility for violations. This subsystem identifies and accounts for each appropriation as a separate entity throughout its existence from the time of appropriation, through apportionment, transfer, allotment, commitment, obligation, expenditure, reimbursement or refund, and until lapsed or merged into successor M accounts. Output: The system produces both internal reports used for Agency management and external reports required by Congress, the Office of the Secretary of Defense, and other Government agencies. Reports are in both hardcopy and machine-readable form, produced monthly, quarterly, and annually. Major report types include reports on budget execution, reports on reimbursements, appropriation status by fiscal year and budget program, obligations, and grants-in-aid.

Purpose: Demand Impact Transformation Tables (DITT) realistically translate aggregate Gross National Product (GNP) expenditures (actual or hypothetical) into final demand bills of goods which can then be applied to an interindustry table for estimates of total output requirements by input-output (I-O) industry. Input: Data are used as part of the Contingency Impact Analysis System to transform the GNP final demand components into I-O sector final demands. The I-O sector final demands so computed are used to derive total output requirements, and materials requirement in emergency situations. Content: This guidebook reviews input-output analysis and presents I-O final demand and total output estimates derived through DITT for a number of recent periods. All estimates are in constant 1958 dollars.

Purpose: The MCL Model is a revision and extension of the Thurow macroeconomic model assimilated to aid the Federal Preparedness Agency (FPA) in policy simulation studies and economic forecasting. Input: This macroeconomic model is part of a larger system, the Contingency Impact Analysis System (CIAS), used by the FPA to measure the impact of a contingency or emergency, specified in terms of the model's input, on a supply of strategic critical materials and the level and distribution of the Gross National Product. Content: The technical report 107, "An Economic Forecasting Model of the United States: the MCL Macroeconomic Model," provides theoretical explanation and empirical results for estimation and simulation. The capabilities and limitations of the model are also discussed. The equations on personal taxes and residential investment are elaborated on in the two technical reports. cycle, the system may contain any or all of the following six fiscal data types for the current year and budget year: President's original, President's latest, House current status, Senate current status, latest Congressional Budget Office, and current level. Budget authority, prior outlays, and new outlays are available for all fiscal data types. The system also contains descriptive data on budget accounts corresponding to the fiscal data, achieved by matching fiscal data from CSS with descriptive data from LCS. Content: The Legislative Digest Section maintains, for reference and research purposes, legislative histories on every bill introduced and law enacted by the United States Congress. The compilations contain all versions of the bill, committee reports, documents, hearings and Congressional Record extracts not only on the bill that became law but related bills from the same and prior Congresses as well. This material is assembled in the order the action occurred, starting with the introduced bill and is referenced to the earlier laws being amended. The compilations, which date from 1921, also contain GAO letters, decisions, and memoranda. The bills and laws are indexed by a hierarchical method covering subject matter and law citations. Purpose: The Congressional Budget Act of 1974 requires that the Comptroller General conduct a continuing program to identify and specify the needs of the committees and Members of Congress for fiscal, budgetary, and program-related information. It also requires that the Comptroller General develop, establish, and maintain a central file or files of the data and information required to meet recurring requirements of the Congress for fiscal, budgetary, and programrelated data. The files are to be maintained to facilitate use of the files by the committees of both Houses, joint committees, and other congressional agencies through modern data processing and communications techniques. Input: Input is from the Federal agencies reflected in the Budget of the United States Government and selected off-budget Federal agencies. The agencies' input includes budgetary, program, and legislative information. In-house analysis is utilized to refine and standardize the information. Selected information from the Office of Management and Budget data tapes is integrated into the system. Content: The system is continually being updated during the year. The major budgetary information update occurs between January and March. Between November and May, the entire data base is reviewed, refined, and updated. Information includes legislation, (popular name, public law number, title, section, etc.), program name, budget authority, outlays, obligations, agency, bureau, appropriation account title and number, function and subfunction names and number, authorizing committee jurisdiction (House and Senate), authorization amounts, and authorization termination date. Budget data include budget authority, outlays, net and total obligations, offsetting collections, loan levels, limitations, and contract authority. Programs in the data base are coded by major policy areas and special program areas to facilitate Congressional review of programs. Output: Current reports are formatted and produced in response to particular committee or member requests and contain the specific information requested. The output medium is

usually hardcopy computer printouts. In some instances the final product is a typed report developed by GAO analysts utilizing the information from the system as a baseline.

Purpose: Title VIII of the Congressional Budget and Impoundment Control Act of 1974 (Public Law 93-344) amended the Legislative Reorganization Act of 1970 and assigned to the Comptroller General certain responsibilities for helping the Congress obtain and use information. As part of its program for carrying out those responsibilities, the U.S. General Accounting Office (GAO) has developed inventories of program-related information. Input: Input is from submissions required under law by the executive branch agencies. Content: The current Congressional Inventory and Directories of Information Sources data base encompasses four separate files. Each is an inventory and guide addressing a different area of program-related information. Information in the system consists of: 1) Requirements for Reports to the Congress-describes nearly 3,000 reports required of 254 agencies by the Congress; 2) Federal Evaluations-contains an inventory of approximately 2,000 evaluation reports produced by and for selected Federal agencies, including GAO, which relate to the programs of those agencies; 3) Federal Information Systemsdescribes approximately 1,600 Federal information systems maintained by 91 executive agencies which contain fiscal, budgetary, and program-related data and information; 4) Federal Information Sources/Resources-provides an indexed file to more than 710 federal information sources/resources. The GAO has established a continuing program to maintain a current inventory of reporting requirements, evaluation studies, and fiscal, budgetary, and program-related information sources and systems. The inventory is maintained on central computer files in such a manner as to render data transferable to the Library of Congress for inclusion in the Congressional Research Service's SCORPIO information retrieval system, thus facilitating their use by the committees of both Houses of the Congress. Output: A series of directories tailored to meet the needs of Congress is published annually. Hardcopy publication cycle for complete listings is annually for program evaluations; every two years for reporting requirements; and every four years for information systems/sources. Magnetic tape copies of the data bases used to produce these products are also available.

Purpose: The system is designed to assist GAO in managing its responsibilities under the Federal Reports Act and to enable it to respond to Congressional and other requests for information on ap

proved reporting and recordkeeping requirements of the 13 independent Regulatory Agencies. Input: The data base is updated quarterly according to reporting and recordkeeping requirements approved by GAO. The data maintained by GAO are as reported by the agencies initiating the requirements and are not verified. Content: Description of data contained in the computer file for each approved reporting requirement include: title of requirement, agency requesting approval, frequency of reporting, type of respondent, estimate of the total number of annual responses, estimate of the total number of annual hours taken to complete the requirement, approval date, and expiration date. Output: The principal output is a quarterly listing of reporting and recordkeeping requirements approved by GAO under the Federal Reports Act. Various statistical reports can be prepared upon request, such as analysis of requirements by type, frequency, number of responses, and total annual hours of burden.

Purpose: This system Provides input data for the payroll system and provides management information for use in budget preparation and day-to-day operations. Input: Data for this system are extracted from Standard Form 50 which provides basic personnel information; GAO form 100 which contains information on authorized personnel assignments; and GAO form 484 which is used to enter time and attendance information such as leave and assignment changes. Content: This system is updated with personnel and job information daily and with time and attendance data biweekly. Information provided by the system is used to monitor individual audit assignments and to prepare staff year budgets.
