Purpose: This system provides financial information concerning Peace Corps Volunteer readjustment allowances, deductions, and payments. It includes personnel information on individuals who have served or are currently serving as Peace Corps volunteers. Input: System input is provided by Agency Headquarters to enter volunteers into the system and by Peace Corps Posts, worldwide, to update files. Content: The payroll information includes data provided to: 1) the Department of Treasury for issuance of checks for volunteer allowances; 2) the Internal Revenue Service and Social Security Administration for reporting of earnings and taxes withheld; and 3) the ACTION accounting system to record expense accrual. Personnel information is provided on Peace Corps volunteers and trainees. It includes name, address, social security number, next of kin, birthdate, sex, marital status, education background, skills, job assignment overseas, dates of Peace Corps service and country of service. Output: The principal recurring reports are the monthly payroll journal, produced in hardcopy; summary personnel reports, produced monthly in hardcopy, and the payroll tax report, prepared quarterly and annually in hardcopy and microfilm in the format required for submission to the Internal Revenue Service.

Purpose: The purpose of this system is to provide the biographic data on all Peace Corps and VISTA applicants necessary to process their applications for volunteer service. Input: The ACTION application is the major input source. A record is created on the Combined Applicant System File via terminal entry from ACTION's five Regional Service Centers. Headquarters staff further update the status of applicants and input the project data. Content: There are four files of data in the CAS: Active Applicant File, Retired Application File, Active Project File, and the Retired Project File. All input goes into, and most reports are produced from, the two active files. The retired files are maintained for historical purposes and for compliance with the Privacy Act. The two applicant files contain such information as name, social security number, date of birth, address, work experience, and education. The two project files contain such information as project number, project name, country name, region, training, start date/end date, oath date, and enter on duty date. The CAS is updated daily. The applicant files contain about 200,000

records and the project files contain about 1500 records. Output: A variety of scheduled and special request reports are produced concerning biographic information on all Peace Corps and VISTA applicants, as well as all approved Peace Corps and VISTA projects. Scheduled outputs are produced daily, weekly, biweekly, and monthly on hardcopy and microfilm. Output media is magnetic tapes.

Purpose: This system was established to monitor, control, and maintain a record of repair costs of all equipment and furniture within ACTION Headquarters. Input: Data for this system are derived from inventories taken of all equipment and furniture in ACTION Headquarters. Content: There are three files in the Property Inventory and Maintenance System: the property inventory file, the property transaction file, and the property maintenance file. The property inventory and transaction files contain control number, serial number, manufacturer, item description, purchase cost, date and purchase order number, employee name to whom assigned, room number, and organization. The property maintenance file contains the control number, serial number, costs, date of repair, condition, and repair description. These files are updated on a monthly basis with additions, deletions, and changes. The file will contain about 5,000 records when operational. Output: This system produces quarterly reports of all equipment and furniture within ACTION Headquarters by organizational unit.

Purpose: The Project Master File System was developed to provide the VISTA/ACTION_Education Program with project codes and address tracking information, project slot analysis and projections, and label generation capability. Input: The primary source of input for the PMF System is derived from source data cards and batch and source documents. The VISTA/ACTION Education Program Headquarters staff submits these documents to data preparation for keying to 80 column card formats. These data update the master file. Content: The PMF System contains the following information on all VISTA/ACTION Education Program projects: region,

project number, project names and addresses, county code, city code, project status, number of slots with the Governor's approval, Governor's approval date, volunteer arrival date, closing date, sponsor, supervisor, and program emphasis area. The file contains about 2700 records and is updated as required. Output: This system produces biweekly, monthly, and quarterly hardcopy reports of VISTA/ACTION Education Program project listing by region, State, active, inactive edit batch, and edit error.

Purpose: The accounting system provides a centralized source for financial information relating to all Agency revenues, obligation, liabilities, disbursements, and costs. It has been designed to meet the requirements established by the Budget and Accounting Act of 1950 and administrative regulations for general ledger accounting allotment reporting, and to provide financial data necessary to manage the affairs of the Agency. Input: Input is provided by the budget and fiscal activities of the Agency headquarters, 10 domestic regional headquarters, and numerous overseas posts. Input from domestic regions is provided in the form of coding sheets which include individually coded fiscal transactions. Data from most overseas Peace Corps posts are provided by manually prepared summary reports. Data for several posts served by the State Department administered Regional Finance Center in Paris are provided on computer tape. Cost data from staff payrolls, Peace Corps, and domestic volunteer allowances are transferred through programmed computer system interfaces. Content: Financial transactions are entered into the system through coding systems to identify budget, obligation, and expenditure data by purpose, cost element, and organizational location. Automated distribution is made to files through computer tables to update general ledger and subsidiary accounts for preparation of reports for management and central control agencies. The system includes information about all financial operations of the Agency. The data included concern individual financial transactions as well as summary records. Separate records are kept for all accounts and all fiscal years for which Agency funds are available for expenditures. Files are updated as required, usually twice a week. All individual transactions are associated with a vendor code from which it is possible to derive the State and city of the vendor.

Content: Updated biweekly, the information includes name, service history, marital status, age, and social security number on each of the following ACTION programs: VISTA (Volunteers in Service to America), UYA (University Year for ACTION), ACV (ACTION Cooperative Volunteer), PLS (Program for Local Service), and some experimental programs. The system existed in the Office of Economic Opportunity prior to the establishment of ACTION in July 1971. Output: Output includes a variety of scheduled and ad hoc reports concerning volunteers individually as well as man-year and attrition reports. Through a computer interface, the Census Master File provides data to the Domestic Volunteer Payroll System. Output is in hardcopy and microfilm.

Content: The system began in August 1976 and contains the following information for all grants awarded by the Agency: Grantee name, grant amount, funding period, type of program, issuing office, expenditure information, and program statistical information. The system is updated as needed, and reports are prepared quarterly. Output: Output is quarterly and includes the following reports: Grant Financial Status Report, Grant Performance Report, Quarterly Status Reports by State and Region, Comparative Evaluation Indicators, and Alert Reports.

Purpose: The system provides the Office of Equal Opportunity (OEO) with data regarding the racial, sexual, and ethnic composition of the Agency workforce. This information is utilized in the development, modification, and monitoring of ACTION EEO programs. In addition, the data provide input into the Agency's monthly submissions to the Civil Service Commission. Input: Racial, sexual, and ethnic characteristics of employees are identified by the Office of Equal Opportunity and the Division of Personnel Management. Content: The system contains the following data on each employee: name, title, pay plan, grade, step, salary, sex, minority code, subobject classification code, organization, entrance on duty date, date of last promotion, and date of birth. Data are added to the system (or correction/modifications made) on a monthly basis. Output: A computer printout of all employees by organizational location is provided to the Office of Equal Opportunity monthly. A report containing minority/ethnic information from this system is provided to the Civil Service Commission by the Division of Personnel Management and OEO on a monthly basis.

Purpose: The PMIS was developed to provide current information for the management of the Agency's staff. The system reports on all personnel employed by the Agency on direct-hire appointments and personal service contracts overseas. The system is utilized by all levels of internal management and by various Federal establishments. Input: Data are derived from employee(s) (applications, etc.), Civil Service Commission (CSC), employment records, and management sources (including personnel specialists). Content: The PMIS consists of a series of processes which result in the production of a permanent monthly status master file and a permanent history (transaction file). The master file contains information on current staff members and former staff members who have separated from the Agency within the last four years. The history file contains information on all staff members who have been employed with the Agency during the last five years. Both files contain personal information (e.g., sex, name, experience) and position information (e.g., location, organization, grade, salary). Geographic location is identified by city/county/State/country. Output: Output includes internal management reports, personnel documents, external reports (CSC, State Department, Congress) monthly tape submission to CSC, and special internal and external reports. Output is hardcopy, tapes, cards, and documents and is produced on biweekly, monthly, and annual schedules.

Purpose: The Volunteer Reservation System was established to increase the effectiveness of reserving open volunteer slots for Peace Corps and VISTA applicants. ACTION Service Centers (New York, Atlanta, Chicago, Dallas, and San Francisco) call Washington's Office of Recruitment to confirm a reservation for their applicant in a specific slot/project. Input: Project data are extracted from the Combined Applicant System (CAS) and loaded into the Reservation System. Applicant data are derived from ACTION recruiters who interview potential applicants and phone in the required data to the Service Center where it is keyed onto the terminal. Content: This system contains all Peace Corps and VISTA project data for the current season and a skeleton record for applicant data to nominate an applicant into a project/slot. Update is daily. When the system is fully operational it will contain about 8200 records. Output: Hardcopy reports of applicant status and all open Volunteer slots for Peace Corps and VISTA projects are produced daily and weekly.

Purpose: The Automated Budget System was designed to provide computerized support to the budget process of ACTION. The major activities which will be supported include establishment and maintenance of the budget classification structure, development of budget plans, and budget plan adjustments and modifications. Input: Input for this system is derived from the general accounting system, management review, and presidential and congressional guidance. Content: The Automated Budget System contains a large number of data files and tables. The principal files and tables are: Budget Classification Table, which includes the budget unit table and purpose budget line items table; Budget Work Sheet File; and Budget Master File. The Budget Classification Table contains all valid budgetary classification information, the budget unit, purpose, and budget line item codes and the structure associated with them. The Budget Work Sheet File contains all budgetary data which is needed to support the budget development and review process. The Budget Master File contains all budgetary information related to the current budget plan. The system is updated as needed and the file size when fully operational will be about 90,000 records. Output: This system produces reports on: international operations fund distribution-summaries by country, region, and program cost factors; domestic operations-summaries by cost areas, program/purpose code group, and program and cost factors; agencywide support-summaries of cost areas and program areas. Reports are produced monthly, quarterly, and by special request.

There are about 32,000 former volunteers on file. The file is updated as requested. Purpose: This system allows health services personnel to record medical bills as they are received and authorized for payment and provides for payment of the bills. Input: Billing and payment data are taken from the bills received from doctors for services rendered to ACTION's volunteers. Content: The system automatically checks for duplicate billings and/or payments. The verified records are forwarded to the Fiscal Services Branch where the appropriate fiscal codes are added. The completed records are used to generate payment schedules. The system is updated daily. Output: The principal recurring reports include listings of unpaid bills, listings of paid bills, and schedules of payment to be sent to the Department of the Treasury (Standard Form 1166). Products may be produced in hardcopy or CRT display.

Purpose: This system is used to assist in planning Peace Corps activities in foreign countries and to allocate resources among the countries and projects. Input: The data used in this system are derived from the country resource request tables and from the country management plan program submission. Content: The Country

Management Planning System (CMP) contains two subsystems: the Peace Corps Programming Planning Process (Phase I, which is operational) and the Resource Request Analysis System (Phase II, which is under development). Phase I captures project data submitted by the countries where the Peace Corps is currently serving. This subsystem assists the Peace Corps in determining what countries and projects are to be staffed with volunteers and which trainee requests and input are needed to support the volunteer strengths. The trainee input results from this system are used to develop the Peace Corps countries' budget submissions which are input to Phase II. Phase II will provide the Peace Corps with an automated system to collect and compute all of its budget items and will be used to make budget projections for the current and next 2 fiscal year budget requests. Output: The system generates reports annually and on request, including CMP project master file, various resource analysis reports, and project information reports. Purpose: The system meets Presidential and Congressional requirements regarding the processes of budget formulation, presentation, justification, and execution. Input: Data on program accomplishment are converted by the budget staff into a "zero-base" format. The chairman determines the final levels of the budget request as it is forwarded to the Office of Management and Budget (OMB). Subsequent action by OMB is reflected in a budget submission to Congress. Content: This system contains historical analyses of previous budget experience, support data for budget request, current year apportionment and allotment data, and information concerning the allocation and use of funds at the program level. Output: This system provides information necessary to generate regular budget schedules as prescribed by A-11, and apportionment schedules. Information is provided on request.

Purpose: This system contains information on National Endowment for the Humanities' grants and grantees for use in grant administration, trend analysis, and program reporting. Input: Information used in this system is derived from the Department of Health, Education and Welfare's Higher Education Institution System (HEGIS), the grant application, the Endowment's obligation documents, and grant award documents. Content: The system maintains data on grant applications and obligations, as well as on the processing of applications and administration of grants. The system also provides for the generation of official documents required to maintain correspondence between the grantee and the Endowment. The system is maintained on a fiscal year and on a calendar year cycle and is updated daily. It includes two master files and six supporting files. Output: The National annual report of the National Endowment for the Humanities and an outlay report are produced by this system. The system also produces comprehensive list type reports and summaries including the characteristics of grantees and/or applicants by fields of project, location, audiences, geographic areas, topics, project cost (outright, gifts, and matching), donors, and type of applicant.

Purpose: The purpose of the system is to maintain control of all Agency funds and afford management an instantaneous, up-to-date picture of accomplishments. This information is used in reviews of funding requirements and facilitates decisionmaking on reprogramming of funds. The system reflects the currently approved annual funding program, status of requisitions processed on a cumulative basis, and remaining balance. Input: Information is generated internally from funding documents within the Budget Division of the Agency's Comptroller's Office. Any document which revises the availability of funds is considered an input source, i.e., apportionment and reapportionment schedules, funding advices, requisitions for contracts and supplies, annual financial plan change letters, and obligation vouchers. The major categories of input are documents that provide funds available for obligation, documents which alter initial fund availability, and obligation and expenditure documents which reduce total fund availability. Content: The principal subject matter of the system is the breakdown of funding by Agency organization and region, by programs, and by status. Information is continuously updated to reflect current status of funds. The information system consists of the total Agency funding which is allocated by organization and region. Geographically, the system provides nationwide coverage.
