Purpose: The Master Regulated Carrier Inventory System, or Carrier Address and Information System (CAS), is designed primarily to record all information pertinent to a carrier's reporting history, e.g., types of reports filed, dates of receipt, revenues, all ICC identities, and carrier address. Input: The record contains such elements as carrier ID, commodity code, prime type of operation, statistical region, ICC region, carrier status, and mailing address. Content: The system establishes a central point of responsibility for control of all name and address information to provide the Commission with a single and current source of communication data to track status and progress and to monitor all mandatory response cycles. The system maintains a carrier history record on all carriers responsible for submitting data to the Commission within a prescribed period of time. Output: The system provides mailing labels for all reports going out to the various carriers, control of receipt of reports, and a control of Master Information File processing in addition to augmenting many of the Commission's systems by virtue of its comprehensive data base.

Input: Data are derived from carrier supplied data files. Content: Carriers are required to submit actuarial or simulated data to include equipment type, account group, installation year, number of units, ledger value, gross salvage value, cost of removal, and various codes signifying additions, transfers, and/or retirements. The data are manipulated to provide a variety of output reports. Output: Output includes reports on dollars surviving vintage-original investment in assets remaining in services, life of a group of assets in addition to the manner in which the property is being retired, and retirement Rate Method-a systematic actuarial method for calculating property survivor curves that is based on property retired and property remaining in service.

Purpose: The primary objectives are to provide the Commission with information on motor and rail carrier costs for use in its regulatory functions; to make available to the public cost information useful to carriers, rate bureaus, and traffic organizations; and to enhance the accuracy of cost estimates which directly influence carrier rate structures. Input: The system applies automated correlation of carrier report data to carrier supplied costing data contained on Rail Form A and Highway Form A, providing computations of fixed, variable, and/or total costs of single or multiple movements of commodities. Content: The system captures and processes data pertaining to the amounts and types of transport equipment and days operational. The categories of data collected and processed are amounts and types of commodities hauled and distances, interline traffic of commodities, wage and overhead expenses applied to commodity hauling, peddletrip data, and intercity freight revenues. Output: The system generates unlimited statistical and costing data. The output from the computer is intermediate listings, graphics, or on CRT screens and is used as feeder data for formal ICC statements by the bureaus, offices and the Commissioners.

Purpose: This system provides a tool for improved management control and evaluation of the field compliance program, and an information source for monitoring the responsiveness to public complaints by field components. Input: Input data is extracted from the BOP-F-9 (Complaint Assistance Report Form). The forms are submitted to ICC National Office. Major categories of input data are: complaint and respondent name, address and type; nature and reason for complaint; and action taken. Content: The data base contains a history of all complaints filed by the public, alleging violations or improper practices by any carrier, broker, forwarder, rate bureau, or individual involved in interstate transportation. Data are entered into the system on a daily basis from each of the Regional Offices and Headquarters. The system maintains all records on-line on a calendar year basis. Subsystems include linkage to the Commission's "Carrier Control File". Records average 50,000 per year. Content: The system enables the Commission to track and record all investigatory and litigatory actions taken and to determine how long a particular case has been at a particular processing stage. The system records pertinent information relating to the respondents in any case. The system enables management to determine the efficiency of procedures for handling cases, to control pending cases, to establish effective workload control over cases, and to maintain a history of compliance activity against respondents. Output: The system generates management reports detailing pending workloads by attorneys and investigators and status reports of individual cases listing the processing stages within each case.

It acquires and announces worldwide aerospace literature, and provides computerized literature searches and on-line interactive retrieval for system users. Input: All reports of NASA in-house, contract, and grant research and development are processed for indexing, abstracting, and microreproduction. Also received are aerospace-related publications issued by other Government agencies nonprofit domestic and foreign research institutes, private firms, universities, and the NATO Advisory Group for Aerospace Research and Development. Content: The system covers all the sciences and technologies related to aeronautics, space, earth resource surveys, solar and wind energy, and other areas of NASA research, development, and project management. Updated biweekly, the data base contains citations to over 1.6 million documents which may be searched by subject, report number, corporate source, author, contract or grant number, and other data elements. Computer-readable citations cover the period 1962 to present, while 200,000 citations to publications accessioned between 1915 and 1962 by the National Advisory Committee on Aeronautics are searchable on edge-indexed microfilm. Output: Scientific and Technical Aerospace Abstracts (STAR), an abstract journal issued biweekly and available on subscription from GPO, announces reports, doctoral theses, and NASA patents and includes a section on current research projects. Periodic bibliographies available on subscription include Aeronautical Engineering, Aerospace Medicine and Biology, Computer Program Abstracts, Earth Resources, Energy, Management, and NASA Patent Abstracts. NASA/SCAN (Selected Current Aerospace Notifications), a current awareness service announcing selected STAR and IAA citations under a choice of 186 subject topics, is available to NASA and NASA contractors. Copies of NASA publications and microfiche are provided to NTIS for public sale. Computer tapes of selected document citations are provided by cooperative agreement to the European Space Agency to facilitate searches by European research institutions. Reports deal with financial and management condition of Federal credit unions. It covers the National Endowment for the Arts Programs and the National Endowment for the Arts Sub-programs. Purpose: The purpose of this system is to meet Presidential and congressional requirements regarding the processes of budget formulation, budget presentation and justification, and budget execution. Input: In order to meet the requirements imposed by the President and the Office of Management and Budget, program offices provide the budget staff with four levels of program accomplishment. The budget staff then converts this data into a “zero-base” format which is reviewed by the National Council on the Arts, which makes recommendations to the Chairman of the Endowment. The Chair
