Purpose: This file contains recommended nuclear data for nuclear applications especially suited for nuclear power reactor designs. Input: Data for this file are assembled through a national cooperative effort coordinated by the National Nuclear Data Center. Content: The file contains the complete evaluations for approximately 100 elements or isotopes. In addition, there are some 900 partial evaluations of fission product cross sections and dosimetry data. Many materials in this file also contain information about radioactive decay. Output: Updated file contents are published in the National Nuclear Data Center Newsletters (eight issues per year). The system also generates retrievals in the form of tapes, listings, or graphic displays for specific materials.

Purpose: This system permits the Department of Energy to assess the state and direction of the international oil market and to assure that its evaluations and decisions with respect to that market are based on full and complete information. Input: Form EIA-27 is used to collect information from petroleum importers and from those producers that have the right to export petroleum. Content: Information in this system includes the names of parties to agreements to import or export petroleum, the supplies purchased, and the terms of the purchases. Purpose: This system is used to identify the locations at which milk samples can be collected for radiological analyses in the event of an airborne release of radioactivity after a test at the Nevada nuclear test site and to determine where protective actions should be taken. Input: Form EIA-186 is used to collect information from dairy farmers and ranchers in counties adjacent to the Nevada test site prior to each test. Content: This system collects current information on the location, number, and feeding practices of milk cows around the White Plains nuclear test site in Nevada. Data are collected prior to each test so that the potential for contaminating the milk shed surrounding the site can be evaluated and so that proper protective actions can be taken in the event of a release of radioactivity after the test. Output: This system generates reports for internal use.

Purpose: The integrated energy system-economic models are used to evaluate the long run economic, energy, and environmental effects of various combinations of Government energy policies. These include policies relating to research, development, and demonstration of new energy supply, conversion, and end-use conservation technologies both in current and future time periods. Input: The integrated-uses economic portions of the system rely on largely historical data to project economic levels and inter-industry activity through the year 2000. Energy and technological parameters arise from exogenous forecasts of individual technologies and resources. Data Resources, Inc., Cambridge, MA, shares provision of economic data with the Brookhaven National Laboratory National Center for the Analysis of Energy Systems. The latter provides energy and technology data. Content: The integrated system consists of: The Data Resources Incorporated (DRI) Macroeconomic Growth Model is used to specify the annual values for the Gross National Product (GNP) and its component parts and to estimate the nominal and real values of consumption, investment, government spending, and net exports over time through the year 2000; The Hudson-Jorgenson nine-sector econometric model of interindustry transactions based on a system of accounts for the private domestic sector of the U.S. economy; Through this model, the process of production for energy and nonenergy products can be traced from the purchase of primary input through all stages of intermediate processing to deliveries to final demand. Output: Model output, hardcopy, are used as input to larger analyses such as the annual national plan for energy research, development, and demonstration, topical reports, and special analysis for DOE units. The model output is rarely the final product in an analysis.

Purpose: The system is the primary financial information collection and dissemination mechanism for the Agency. Input: The input includes congressional actions, OMB budget decisions, field financial reports, field and headquarters financial plans, program financial status information, and manpower management reports (contractor). Content: The financial management system is composed of two primary modules-the accounting module and the budgeting module. The accounting and budgeting modules are interfaced to provide comparisons of actual costs with financial plan estimates. The accounting module is designed to collect and disseminate cost and obligation data at varying levels by budget and reporting classification, reporting organization, contractor, and location. The budgeting module is essentially made up of two major submodules-budget formulation and budget execution. Budget formulation is primarily a manual system. Budget schedules show a 3-year spread (past year actuals, current year estimates, and budget year estimates) for comparison purposes. Special analyses of the budget data are prepared, as are certain crosscuts which emphasize computers, laboratories, personnel, etc. Output: The principal output consists of Budget Status Tables, Financial Plans (Cost and Obligation), Manpower Reports (Contractor), Obligation and Cost Accounting Reports (Actual Vs. Planned), and Treasury Schedules and Reports.

Input: Inputs to IPMIS are received from initiating organizations, procurement offices, and major cost-type prime contractors. Data categories include financial, work description, contractor address and description, schedule of major procurement milestones, planned procurement activity, and categorization of contracts and procurement activity. Content: The principal subject matter is DOE procurement and contract data. Data/information coverage includes procurement plans and actions except those involving integrated contractors, selected programs, and purchase and delivery orders; and all contracts with total value in excess of $10,000. The initial load is estimated to generate between 40,000 and 50,000 records. Some contract data will extend back to 1943, procurement action data will extend back for a maximum of a year, and planned data are replaced quarterly for a maximum of a year. The update cycle is weekly, monthly, and quarterly. System Additional subject matter is unsolicited proposals. The data/information coverage involves the status of review of proposals. Output: Summary and status reports are prepared monthly in hardcopy containing information on contracts and contractual actions. A quarterly list of contractual transactions is prepared on tape for submission to the Federal Procurement Data System. Quarterly hardcopy reports are prepared containing lists and summaries of planned procurements, and small and minority business activity. Data are obtainable also via on-line, dialup terminals.

Purpose: The Grants Management System provides for the automated receipt control, tracking, and award production for grant applications and grant awards processed for the 94 discretionary grant programs within the Office of Education. Numerous control and statistical reports are produced to support the needs of headquarters and regional offices, program officials, and grants negotiators in the evaluation and award processes. The system also encompasses the maintenance of centralized mailing files for label generation and control in the mailout of some 200,000 preapplication and application packages to the educational community. Input: Applications received from the many segments of the educational community, State and local governments, higher education, vocational/technical institutions, and nonprofit organizations provide input for the system. Content: Basic identification data of each applicant as well as State identification number, contact person, authorizing official, region, State and congressional district of applicant, funds requested, type of applicant, type of grant, and population benefitted, are collected for each application received throughout year. Data items on grant awards include title of proposal, budget and performance periods, type of award, carryover funding, indirect costs, project director, negotiator, OE project officer, etc., as well as the amount of award specified by object class, fiscal year, and common accounting number. Output: Approximately 100 control and statistical reports are generated on a selective and as-required basis to meet administrative control and reportings needs of the 94 program offices, OE top management, regional offices and numerous requests for information under the Freedom of Information Act. Purpose: The Office of Education (OE), Finance Division, maintains a computerized accrual accounting system known as the Office of Education Financial Management Information System (OEFMIS). This system constitutes the official accounting records for all programs and operations assigned to the Office of Education. All processing of the system is made through COMNET, which maintains central data processing equipment available for agency use on a contract basis. In addition to responding to program areas, Finance must respond to directives from the Office of the Comptroller General (GAO), specifically outlined in the General Accounting Office Systems and Procedures Manual and based on provisions of the Federal Statutes. The result of these requirements is to produce financial reports and documents from which the program officers can manage OE programs and the financial status and accountability of the agency can be reported to higher authority. Input: Internal/public input to the Office of Education entered in the system comes from the Office of Guaranteed Student Loans (GSL), Office of Indian Education (IE), Basic Opportunity Education Grants (BOEG), School Assistance in Federally Affected Areas (SAFA), National Defense Student Loan (NDSL), College Work Study Program (CWSP), Supplemental Education Opportunity Grant (SEOG), Letter of Credit (LC), Loans/Accounts Receivable Subsystem, and GSA Sales Subsystem. External/public input to the Office of Education entered in the system comes from the payroll, the National Institutes of Health, the regional accounting system (RAS), DHEW Federal Assistant Financing System, the OE personnel system, and the Central Registry System. Content: The OEFMIS data base is primarily of an accounting nature; i.e., accounting control for all Office of Education financial transactions. This data base, which is updated weekly, is the source used to produce all required and special request reports. Output can reflect accounting transactions which have occurred at the State, county, SMSA, LEA, and congressional district levels for any given year. Output: This system generates a number of reports in hardcopy format, microfilm, and magnetic tape. These reports are generated weekly, monthly, and annually.
