Purpose: There are two segments of this program. (1) This is a system to allocate crude oil to ensure that small and independent refiners are able to purchase sufficient crude oil to operate at economically feasible production levels. The information is used to compile a buy/sell list which specifies the amount some refiners are required to offer for sale and the amount which other refiners are eligible to buy. (2) The standby allocation segment will only be used in times of severe crude oil shortages. Input: All U.S. refiners report to this system. It uses Forms ERA-56, ERA-57 and ERA-183 for crude oil buy/sell data and ERA-59 for standby mandatory crude allocation. Content: The content includes refinery capacity, crude oil runs to stills, processing agreements, and sales and purchases under the mandatory allocation program. Output: A quarterly buy/sell list is produced.

Purpose: The objective of the DOE Transfer Pricing Program is to monitor and regulate the prices at which oil companies transfer equity crude oil from their foreign to domestic affiliates. Such regulation is needed because of the cost pass-through provisions of the Emergency Petroleum Allocation Act of 1973. The DOE attempts to control these transfer prices by comparing them with prices from transactions involving the same or similar crude types that were conducted on an arm's-length basis. When a company's transfer prices for a given crude exceed the arm's-length standard established by the DOE, a disallowance of cost is proposed. Input: The data are derived from reports submitted monthly by each refiner which imports 500,000 barrels of crude oil during the month and/or each refiner which imports crude oil from an affiliated entity during the month. Content: The system consists of information concerning imported crude petroleum obtained by purchase and through exchanges, cost data for imported equity and buy-back oil, crude petroleum sales and purchases, foreign crude trading activity by country of origin, and crude characteristics data. Form ERA-S1 is used. Output: Output reports are generated monthly in hardcopy. Reports provide data on the high, low, and average transaction prices. Companies whose transaction prices exceed the computed average transaction price are subject to the issuance of a notice of disallowance.

This system provides the most current status of assignments possible and benefits the compliance effort by providing periodic reports to management on the status of assignments in process, a history of closed assignments, and various statistical information. Purpose: The system is to collect and process data on crude oil purchases which will be utilized to establish the monthly entitlements buy/sell position of each domestic refiner. This system supports the crude oil allocation program for the purpose of ensuring the maintenance of competitive domestic marketplace for all refiners regardless of size. Input: External input is provided by refiners of domestic and imported crude oil (180) and importers of residual oil (53). The forms are filed monthly be the fifth day of the second month following the month of operation. The reporting requirement is mandatory. Content: The system provides a listing of current volumes and weighted average costs of various categories of domestic and imported crude oil which is booked into refinery inventory by each domestic refiner for processing. Other data elements are: adjustments to estimated volumes for crude oil from prior months; total crude runs to stills; required sale/purchase of entitlements; bias and exception relief, where applicable; and domestic crude oil supply ratio. Purpose: The system is an accounts receivable system. It stores, retrieves, and processes data on imported petroleum and petroleum products for the purpose of administering the Mandatory Oil Import Allocation and Licensing Program in accordance with Presidential Proclamation 3279. Input: The data are obtained from other Government agencies and firms, including parent, subsidiary, or affiliated firms, which have incurred fees for the importation of crude oil, unfinished oils, and finished petroleum products during a particular month. Forms ERA-17, ERA-95, and ERA-96 are used. Content: The MOIP system contains data taken from allocations, licenses, consumption entry forms, refund documents, and remittance advices. These documents reflect the transactions of approximately 400 companies which import petroleum and petroleum products. The consumption entry forms are received daily from the Customs Offices in each district. They provide data on the number of barrels, type of product, duties paid, and license(s) to be charged for each importation. Purpose: The Federal Energy Regulatory Commission (FERC) operates a closely related group of systems, which process energy information and provides regulatory process status. The system provides for the periodic reporting of various status changes and other update information, the maintenance of various information files, and the publication of status reports. These reports are used in the administration and management of FERC regulatory systems. Input: The data are collected through the normal FERC regulatory process. Content: Data on gas, electric, and oil pipelines are collected through the FERC regulatory process. Various reports are compiled from this information, including gas supply indicators, electric energy production, generating units, electric regulatory activities, gas rate records, producer and pipeline certificate information, etc. Other information is maintained which details the procedures and processes of filings flowing through the Commission, projects of a critical nature, and nondocketed item status reports. Data are gathered and published in a wide ranging variety of uranium raw materials related subjects, including efforts of Government and Government contractors and the private sector. Input: Information is developed by gathering the results of industry activities in uranium exploration and mining. The basic data are used to prepare estimates of U.S. uranium reserves and resources. Analysis of the data by DOE personnel results in projections of uranium supply. Statistics on exploration and mining activity and future plans are also provided by industry. DOE is generating additional information under a National Uranium Resource Evaluation program which is a systematic reconnaissance survey using various methods to identify areas favorable for the occurrence of uranium leading to preparation of national uranium resource appraisal. Content: Information covers all aspects of uranium raw materials area for the United States, including Alaska. Data are released routinely through press releases and papers and annually through publication of "Statistical Data of the Uranium Industry" and a Uranium Industry Seminar held in Grand Junction, CO. Purpose: In order to fulfill the Department of Energy's (DOE) responsibility for assessment of uranium resources and for meeting uranium enrichment program objectives, it is necessary to acquire and maintain an accurate data base concerning current and historical sales/purchase transactions and commitments of natural uranium among uranium producers, reactor manufacturers, utilities, and various agents, both domestic and foreign. The status and trend of various uranium market factors may thus be ascertained and related to other factors. The results of such analyses aid in policy formulation and decisionmaking, not only in DOE programs but also those of other government agencies as well. Periodic publications summarizing the data also provide an overall guide to industry activities in the nuclear fuel cycle for planning and operating purposes. Input: Information concerning quantities, prices, and time of uranium sales/purchase transactions is obtained from industry sources, including producers, manufacturers, and utilities. Also obtained from uranium producers are capital expenditures for mining and milling. Data are used in various analyses of current and projected uranium market conditions, and results are used as a guide to pricing of government uranium sales and enrichment contracting policy and to determine trends in industry uranium market activities. Data requests are sent to all U.S. uranium producers, reactor manufacturers and utilities involved in nuclear power. Surveys are carried out semiannually-once with requests for inventory, transactions, costs, and prices, and once for prices only. Output: The principal report is the "Survey of U.S. Uranium Marketing Activity." Also published are two semiannual press releases per year-one for the complete market summary report and one for the uranium price update. Geographic Relevance: National

Purpose: The survey is intended to gather data on industry exploration activities in the United States. With the increase of U.S. uranium requirements to meet expanding nuclear power growth needs, there is the necessity for determining the ability of industry to explore for and develop additional resources, to ascertain the actual effort taking place, and project future exploration trends. Input: Information on past and expected future drilling and exploration costs are obtained from close to 100 companies involved in exploration and development of uranium resources. Form ERDA0171 is used. Content: Survey forms are sent in February of the given year. Requested data include actual footage and cost of both exploration and development drilling for the year just past, as well as expenditures for any other type of uranium exploration which may have been carried out. A breakout of expenditures for any exploration in foreign countries is requested as is an estimate of planned exploration and associated expenditures for the given year and the following year. Output: The principal report is Uranium Exploration Expenditures in 19 and Plans for 19 and 19 which is generally published in April of the given year. The data are also an important part of other studies carried out for the uranium assessment and are summarized in other Department of Energy reports.

Purpose: This system is used to monitor and encourage coal production on Federal lands with the aim of supporting increased production. Input: Form EIA-26 is used to collect information from western coal-producing companies with production in excess of 200,000 tons per year. Content: Such information as the names, locations, types of mines, and production volumes of western coal producing companies is maintained in this system. Information from this system assists the agency in identifying and seeking solutions to industry problems with regard to the regulatory process, including delays caused by Federal and State licensing procedures. Output: This system generates reports for internal use.
