Input: Input typically originates from agencies in the form of budget submissions during the budget preparation process. Content: The information maintained is budgetary in nature. The data elements typically relate to "Program and Financing" schedules and "Supplementary Source Documents" defined in OMB Circular A-11. This information is updated as required to reflect the major milestones in the budget preparation/execution process. The specific characteristics of the data (e.g., level of detail and scope) vary depending on the particular requirements of the individual user. Input: The source information is obtained from Federal departments and agencies. Content: The text record consists of full-text material for each of the more than 1,000 programs in the catalog. Each major and subitem heading is preceded by a unique flag. Text information for a particular item can be extracted by scanning the text record for the unique item flag. The characteristics record consists of coded text material to identify such information as the agency administering the program, coordination and notification requirements, type of grant, obligational and loan information, type of assistance, applicant eligibility and authorization data. Availability: The annual budget tape containing account titles and financial data files is generally available to the public after publication of the President's budget in January of each year through NTIS, Springfield, VA 22161. Tabular data from the system are printed in the Budget of the United States Government and the Current Services Estimates, both of which are available from GPO. All other reports are for internal use. Certain reports are made available for use by CBO, HIS, and GAO only.

Purpose: The purpose is to support OMB's budget preparation process. Input: The input consists of budget estimates prepared by all Federal Government agencies according to the guidelines contained in OMB Circular A-11, using Standard Forms 100-T (Statement of Receipts) 300-percent (Program and Financing), A-11-41A,B,C,D (Supplemental Source Document, 304-T (Object Classification), and A-11-42 (Federal Credit Data). Content: The major update cycle is annual. The annual update builds a data base of Program and Financing, Supplemental Source Document, Object Classification, Federal Credit, and Receipt data. Quarterly updates affect only the receipt and supplemental source document data. Output: The system generates about 140 different reports in hardcopy as well as magnetic tape files containing budget data. Reports provide the main set of input numbers to the President's budget. The system also provides reports and tapes for quarterly budget updates (April, July, and Current Services Report in October).

Input: The source is compiled from information that appears in the budget. Content: This source provides a concise, less technical overview of the budget. It is produced by condensing the information that is in the budget. It contains summary and historical tables on the Federal budget and debt together with graphic displays. Purpose: The primary purpose of the catalog is to aid potential beneficiaries in identifying and obtaining available assistance. It is also intended to improve coordination and communication on Federal program activities on Federal, State, and local levels. Input: Information is obtained from Federal departments and agencies. Content: This is a comprehensive listing and description of Federal programs and activities which provide assistance or benefits to the public. These programs are administered by 54 Federal departments, independent agencies, commissions, and councils. Each program is described in terms of the specific type of assistance provided, the purpose for which it is available, who can apply for it, and how they should apply. Federal offices to be contacted for additional information are also identified. Programs, activities, and services included are: grants, loans, loan guarantees, scholarships, mortgage loans, insurance, or other types of financial assistance; assistance in the form or provision of Federal property, facilities, equipment, goods, or services; technical assistance, counseling, and training; statistical and other expert information; and service activities of regulatory agencies. Purpose: The primary goal of the ADP management plan is to insure the development of a data processing capability to produce systems that are effective, responsive, cost beneficial, and secure. Plans are designed with sound ADP technology to serve the continuing needs of the entire USDA community. Primary planning emphasis is on long range strategic planning. Input: Planning document inputs are derived from compilation of USDA agency planning documents and from A-11 and FMC 74-2 submissions. Purpose: The Annual Statistical Review of Food and Nutrition Programs is published annually to provide interested persons with facts and figures on the operation of the programs. A preliminary report is published when available, followed by a final report when complete data is available. The final report for the fiscal year 1975 was published in July 1977. Input: Data for the two editions of the Annual Statistical Review are prepared by the program reporting staff of the Food and Nutrition Service (FNS)-the organization which assembles the management information on the operation of FNS programs. The data come to them from the operators of food assistance programs, in most cases, the appropriate agencies of the State Governments, but also, in a few cases, by Regional Offices of the FNS. Content: This report presents statistical information on FNS programs, including data on the food stamp, special milk, child nutrition, special supplemental food, food donations, and elderly feeding programs. Graphics, text, and printouts are utilized to present the information in the form which might be most useful to users of the publication.
