Purpose: This system is designed to store, maintain, and rapidly retrieve data on all innovative transit services operating within urban and nonurban areas of the United States. Information may be accessed by the type of innovation (using keywords) or by geographic area (city and/or State). A directory is contained for transit service modes and operations operating within each urban area which is accessed by city. Input: Transit industry publications, directories, departmental news releases, capital grant and technical study grant awards, and contacts with UMTA regional representatives comprise the system input. Content: The system contains information on innovative transit services operating within urban and nonurban areas of the United States. This information includes project location, a brief project description citing major results (as available), the operating and funding agencies, project status, cost, and information source. The subfile of transit service modes and operations contains information on urban population, population density, metropolitan and regional planning organizations, transit operating agencies, primary transit modes, route miles for each mode, number of vehicles in service, and UMTA Capital and Technical Studies Grants. Information is added weekly and reviewed and/or updated quarterly. Output: The system has query capability; hardcopy is machine printed.

Purpose: The system is used to process information on the unintentional release of hazardous materials during the course of transportation. This information is compiled in accordance with the requirement levied in the Transporation Safety Act of 1974, Public Law 93-633. The major uses of the system are to highlight problem areas, pinpoint need for corrective action, and provide a statistical compilation of all accidents and incidents involving hazardous materials. Input: Carriers are required to submit a detailed hazardous materials incident report (DOT Form 5800.1) to the Office of Hazardous Materials Operations upon any occurrence of an unintentional release of a hazardous material in transportation. Content: The system contains information on each reported incident and consists of data elements such as the date of the incident, location, shipper, carrier, commodity involved, and other detailed information concerning the packaging and nature of the incident. Output: Monthly and yearly reports are generated and include: Carriers by

Mode, Incidents Involving Exemptions, Incidents Involving Reconditioners, Shippers Monthly Report, Commodity/Container Summary Report, Container and Cause Summary Report, Shippers by Location, and Incidents by Location.

Pipeline Carrier Accident Report System.

Purpose: This system reports any failure in a liquid pipeline system where there is a release of commodity transported resulting in any of the following consequences: explosion or fire not intentionally set by carrier; loss of 50 or more barrels of liquid; escape to the atmosphere of more than five barrels a day of liquefied petroleum gas or other liquefied gas; death of any person; bodily harm to any person; and property damage of at least $1,000 to other than the carrier's facilities. Input: Information is provided by pipeline carriers and augmented by reports of DOT investigators. Content: The system contains such information as name and address of carrier; date, time, and location of accident, part of carrier system involved and physical location; origin of liquid or vapor release; cause of accident; fatalities and injuries of the carrier's employees and other persons; property damage-item and dollar value; commodity being transported-estimated loss in barrels; year of installation of facility; and whether there was fire or explosion. Output: The Annual Summary of Liquid Pipeline Accidents (DOT 7000.1) provides total number of accidents, fatalities, and injuries; total property damage, total carrier damage, and other damage; barrels of commodity lost, total number of accidents by year of installation; summary of accidents by commodity, by cause of corrosion, equipment repturing the line, and by defective pipe seam; and summary of accidents by location and State.

Input: The information is provided by operators of distribution and/or transmission/gathering systems. Content: The system contains the following information: Nationwide identification of companies; sizes, materials, and ages of gas systems; causes and number of leaks repaired; gas systems on coated or bare pipe; gas systems cathodically protected; fatalities and injuries; operator property damage estimates; value of property damage to others (settled); fires and explosions; leak surveys; and cathodic inspections. Specific incident data show when and where occurred; cause, pipe specifications, when installed, materials that failed; fatalities and injuries; estimated operator damage; environment of incident; estimated pressure at time of incident; maximum allowable operating pressure; time until escape of gas stopped; method of leak or failure detection, such as rupture, ignition, explosion; type of repair; and other utilities contributed or repaired. Additional information includes failures due to corrosion, outside forces, construction defects, and material failure. Output: Output consists of quarterly reports of pipeline leaks and test failures and annual summation of all data displaying occurrences related to operators affected by the Natural Gas Pipeline Safety Act of 1968. A summary of data is contained in the Annual Report on the Administration of the Natural Gas Pipeline Safety Act of 1968.

Availability: The output is primarily designed as a management information system, but the output is not classified or restricted to internal use only.

Purpose: This system provides basic and accurate information as to the tax depreciation practices and lives of the most significant part of overall depreciation in the U.S. economy, i.e., mainly large companies; a means for analyzing the effectiveness of the ADR system of depreciation and to permit informed improvement and modification thereof; and an accurate measure of asset replacement and retirement experience as an element in revising and forecasting tax depreciation lives for the future. Input: Source of data is filed U.S. income tax returns, primarily those of large corporations in the private sector of the U.S. economy. Content: The major categories of data are type of manufacturing or utility, service involved, capital cost, additions and retirements annually, and capital maintenance charges annually. Data are collected annually on a nationwide basis from filed tax returns primarily for larger corporations interfacing with and utilizing the Standard Industrial Classification System of categorization. Output: Tables and reports in either machine-readable or hardcopy form for subsequent analysis, interpretation, and evaluation are produced. The query capability is quite limited due to its design purpose.

Purpose: The system is designed to establish a comprehensive pool of bank connected financial and operating data for use in support of various regulatory programs. The data are furnished in response to reporting requirements imposed on all Federally chartered commercial banks; that is, national banks. Intended users include banking regulatory agencies, other governmental components, and the private sector. Input: All input comes from individual nationally chartered commercial banks. Major categories of data as indexed on file include bank name, city and State location; bank size according to total assets; Consolidated Report of Condition (balance sheet and supporting schedules); and Consolidated Report of Income (earnings statement and supporting schedules). Content: Data from the Consolidated Report, of condition are entered on a quarter-end basis for all national banks and contain details of a bank's assets, liabilities, and equity capital. The balance sheet is further supported by schedules detailing the content of certain captions such as maturities of investment securities held, classes and purposes of loans, types of deposits, and composition of capital accounts. The file for large banks is augmented by data detailing market values of securities holdings, maturities of certain balance sheet items, selected foreign transactions, loans and deposits maturities, composition of domestic offices trading accounts, and reconcilement of loan loss experience. Earnings data are gathered quarterly for major banks, semiannually for others. The Consolidated Report of Income supplies detailed information on sources and disposition of income together with a capital reconcilement schedule. Output: Principal output includes the Annual Report of the Comptroller of the Currency, Semiannual Report of Assets and Liabilities-Commercial and Mutual Savings Banks, and periodic (daily) individual bank financial statements in disclosure format.

Content: Data are submitted at yearend from banks with trust powers. Assets are classified in two major categories-trust and estates and agency accounts. These assets are reported at market value at valuation date and give detailed information on pension plans, employee benefit accounts, etc. These assets consist of various types of securities, notes, and bank deposits held in trust departments. National Bank Surveillance System (NBSS).

Purpose: The system was established in September 1975 as a part of a reorganization of the Office of the Comptroller of the Currency. It is a computer-based, data collection and calculation system. It provides management information which permits timely and appropriate supervision of the performance and the condition of banks in the National Banking System. Input: The primary sources of NBSS data are the Reports of Condition and Income submitted by national banks to the Comptroller of the Currency in a detailed financial balance sheet form quarterly. Reports of Income are submitted quarterly by each national bank having resources of $300 million or more and semiannually by smaller national banks. Content: The financial data are segregated into 19 bank peer groups. The peer groups are determined by each bank's size, its operation as a unit or branch banking system, and its location as a rural or urban bank. Ratios and percentages for each of not less than five years and with quarterly data annualized are calculated on numerous asset, liability, capital, income, and expense figures for each bank and for each peer group of banks. Each of the various ratios and percentages for each bank bears a percentile ranking indicating its position within its peer group of banks. The calculated data on each bank include an analysis of capital, dividends, valuation reserves, purchased funds, uncollected income, and asset and liability changes. Data for five years and for comparable quarters for each bank and its peer group are produced quarterly in a Bank Performance Report for the use of each national bank and for internal supervisory purposes. Data in the form of ratios and percentages from public information sources on each peer group will be published following the receipt of December 31, 1976 data. Output: The output is biweekly for internal supervisory purposes and is quarterly for bank and public use. Computer files have query and filter ranking capabilities for internal use. Output is in hardcopy form.

Purpose: The system was developed to provide top management with an in-depth analysis of bureau operating costs, identifying those areas where economies may be achieved as well as providing an effective management tool to assess the cost of new programs or program increases. The major functions of the system are to 1) accumulate all accounting and budget data; 2) produce monthly reports of financial results; 3) produce budget performance reports comparing actual results with approved budgets; and 4) produce various fiscal analyses. Input: The data are derived from the detailed receipt, expenditure, and other accounting transactions processed during the period along with the approved bureau budget. National banks provide the major input for receipts in the form of semiannual assessments and payments for special examinations. Expenditure input is derived from payroll records, travel vouchers, vendor invoices, and other accounting documentation. Budgets prepared by individual operating units as approved by the Comptroller are the input for the budget performance subsystem. Content: The system consists of three integrated subsystems. The accounting subsystem provides monthly accounting reports and financial statements. The budget subsystem contains data from the approved bureau budget. The budget performance subsystem combines data from the two previous systems to produce monthly performance reports comparing actual results with the budget. Each subsystem produces reports by organizational unit and by general ledger account on a monthly as well as a year-to-date basis. Output: Output is produced monthly and includes Financial Statements and Supporting Schedules and Budget Performance Reports (both in hardcopy).
