Purpose: The National Mediation Board, which was created in 1934, administers mechanisms provided by the Railway Labor Act for the adjustment of employee and labor-management disputes within the railroad and airline industries. Such responsibilities principally include the facilitation of collective bargaining through mediation, the investigation of questions of employee representation, and activities relating to emergency disputes procedures and arbitration. The National Railroad Adjustment Board and other boards of adjustment adjudicate individual and group grievances arising under collective bargaining agreements. The information deals with this caseload on an annual basis. Input: The data contained in this source are derived from the filing applications and closeouts received by the parties requesting the services of the National Mediation Board as well as from agreements reached through mediation or the parties' efforts. Content: The caseload record consists of the annual number of cases closed by this Agency in performing its responsibilities. These data reveal the number of mediation disputes, representation disputes, and arbitration and emergency boards resolved in the year as well as data on wage and rule agreements, interpretations, and applications of agreements. A report of the National Railroad Adjustment Board on a fiscal year basis is also included. Output: The frequency of output is on an annual basis (fiscal) and includes caseload data for mediation, representation, interpretations, and grievances. Purpose: Section 3(a)(7) of the National Science Foundation Act, as amended, requires the Foundation to maintain a program for the determination of the total amount of money expended for scientific research, including money allocated for the construction of the facilities wherein such research is conducted, received by each educational institution and appropriate nonprofit organization in the United States, by grant, contract, or other arrangement from agencies of the Federal Government. Input: The 14 Federal agencies with the largest academic support programs are requested to provide information on all universities and colleges in the United States, all independent nonprofit research institutes receiving more that $100,000, and all federally funded research and development centers (FFRDC's) managed by universities or nonprofit institutions. Purpose: This directory, which describes major environmental data bases maintained by U.S. Government agencies, is designed to assist individuals and organizations outside the Federal establishment in locating and utilizing the extensive environmental data resources that are available. Input: The information for this directory was collected through research conducted by Capital Systems Groups, Inc. personnel under a National Science Foundation (NSF) grant, with assistance from agency personnel. Content: The data bases included in this directory represent organized collections of scientific data, technical data, and bibliographic and directory information related to environmental assessment, impact, and protection. Most of the data bases included are maintained by one of the following five Federal agencies: Department of Agriculture, Department of Commerce, Department of the Interior, Environmental Protection Agency, and Energy Research and Development Administration (now part of the Department of Energy). The data bases are organized by the source agency. The section for each agency is prefaced by a brief, general description of the agency's major environmental data holdings, followed by individual profiles of the information sources. periodicals to the staff. It handles all interlibrary loan requests from the staff and prepares and circulates a newsletter and subject bibliographies. Purpose: The purpose of this Quarterly Review is to provide the railroad industry with information on railroad employment, payroll, beneficiaries, benefit payments, and financial operations under the Railroad Retirement and Unemployment Insurance Acts on a quarterly basis. Input: Input is obtained from three major Railroad Retirement Board (RRB) Operation systems: 1) Railroad Employers Creditable Compensation Recording System, including the Annual Form BA-6, certificate of service months and compensation, and various referral files; 2) Railroad Retirement, Disability, and Survivor Benefit Payment System (including Medicare), including the daily check issue file, tax credit file, supplemental annuity file, financial reports, and various referral files; and 3) Railroad Unemployment and Sickness Insurance Benefit Payment System, including the daily unemployment and sickness benefit payment file from which Treasury issues checks to beneficiaries, financial reports, and various

referral files. Content: Information received from output of these operations is processed by the Bureau of Data Processing and Accounts (tape file information) and by the Bureau of Research (hardcopy files). This processing produces the information included in the publication. This periodical consists of special feature articles on Railroad Retirement or Unemployment Insurance programs, notes on current RRB activities or staff changes, and data on quarterly operations.

Purpose: Renegotiation is the process of determining what part. if any, of the profits realized from defense and space contracts and subcontracts is excessive. Excessive profits are determined by the application of certain statutory factors. Contracts are not renegotiated individually. Rather, renegotiation is conducted with respect to the receipts or accruals of the contractor under all renegotiable contracts and subcontracts in the entire fiscal year. Contractors whose renegotiable receipts or accruals in a fiscal year exceed the statutory minimum ('floor') are required to file a Standard Form of Contractor's Report. Input: Data are derived from the Standard Industrial Classification Code Data Bank, Common Control Data Bank, Historical Master File Data Bank, and Statutory 'Hot Date' File Data Bank. Content: For those companies subject to the Renegotiation Act of 1951, as amended, the following data banks are maintained by the Board: 1) Standard Industrial Classification Code Data Bank which provides information on a company in relation to other similar companies in the same industrial field; 2) Common Control Data Bank which ascertains which companies are related to others in parent subsidiary arrangements in order to determine whether companies under common control of other companies are properly complying with filing requirements; 3) Historical Master File Data Bank which provides a historical record of a company's filings over a 10-year period; and 4) which is either the 1-year deadline by which time the Board must commence renegotiation action after receiving an RB-1, contractor filing or the two-year deadline by which time renegotiation must be completed.
