Purpose: This report discusses the results of a survey designed to measure the probability that all accident serious injury, serious burn injury, and fatality victims would be transported to a hospital with an emergency room. Content: This report presents the findings of the second task of a three part study to determine the effectiveness of the Consumer Product Safety Commission's National Electronic Injury Surveillance System (NEISS), as it relates to the measurement of fire and burn problems in the United States. The survey examined the accident victim dispatching patterns of the ambulance/emergency transport organizations operating in the service areas surrounding 31 NEISS hospitals in the survey sample.

Purpose: The clearinghouse is to assure that top agency officials are kept informed on issues pertinent to equal employment opportunity and other general civil rights matters. Input: The sources for the OPA Information Clearinghouse are external. These include the Daily Labor Report, some 25 daily and weekly newspapers, magazines, newsletters, and private house organs. Content: The clearinghouse collects articles appearing in the press which relate to the EEOC, Title VII of the 1964 Civil Rights Act, and employment discrimination based on race, color, religion, sex, or national origin. Under a 1978 first-phase reorganization of the Federal civil rights effort, the carrying out of equal apy and age basis laws was shifted from the Labor Dept. to the EEDC. News pieces pertaining to these areas are also collected. Also, the Title VII, Executive Order 11478, Equal Rights Act, Age Discrimination Act, and Rehabilitation Act for Federal government employees was shifted from OPM to EEOC. Moreover, the coordination of all Federal EEO programs was transferred from the Equal Employment Opportunity Coordinating Council to EEOC. Articles to all these responsibilities are also included. The Office of Public Affairs reviews those publications mentioned above, which cover a nationwide area. Pertinent articles are circulated to top agency officials. This activity occurs on a daily basis, and a file on these items is also maintained. Output: Output is copies of newspaper and magazine articles.

Content: Library holdings consist of specialized reference and research collections in the Commission's areas of expertise, including such topics as electronics, digital communications, fiber optics, electronic mail and electronic transfers of funds, television (both technical and sociological studies), public utility regulation, accounting, statistics, management, microeconomics, and international and copyright law. The library also maintains court citation files and legislative histories concerning telecommunications. The library contains more than 38,000 accessioned volumes; subscribes to over 350 professional journals, indexes, and abstracts; retains over 27,000 legislative histories; and has 5,000 entries in its vertical file. The library provides research, literature and reference services to the Commission staff and the public ranging from brief consultation with users regarding available sources to involved questions which require extensive research. Reference services include locating material in the FCC Library and other libraries by means of interlibrary loan, development of brief or

extended bibliographies, and use of automated information retrieval systems.

Purpose: In order to comply with existing legislation, the Federal Communications Commission (FCC) publishes in the FCC Reports all documents which are adopted by the Commission en banc and which have precedential or historical significance. The FCC Reports are published weekly in pamphlet form and are subsequently compiled and published in bound volumes. Input: Decisions, reports, public notices, and other official documents of the FCC form the substance of the FCC Reports. Content: The first series of FCC Reports consists of 45 volumes and covers the period from July, 1934 to July, 1965. The second series of FCC Reports covers the period from July, 1965 to the present. In addition to decisions and reports, the FCC Reports includes names of main interested parties, States and localities involved, and station call letters. A major portion of the index digest includes an abstract of each Commission document printed in the reports. The index digest also includes: a table of documents by title and main parties; a table of station call letters; a table of localities referred to; a subject digest; a digest by statutory and rule provisions; and an index of descriptive terms.

Purpose: The Federal Communications Commission's (FCC's) Consumer Assistance Office is responsible for planning, organizing, implementing, and administering the Commission's nationwide consumer assistance and citizen participation program. The office serves as a point of contact within the Commission for both individual consumers and public interest groups seeking information and assistance. It also establishes mechanisms to facilitate public understanding of Commission programs and to encourage public participation in FCC proceedings. Content: The principal concerns of the Office are issues relating to FCC regulatory activities and consumer assistance, consumer education, and citizen participation matters. The main responsibilities of the Office include responding to questions, issues, and concerns raised by consumers; developing programs designed to educate the public about Commission requirements and activities; and producing consumer-oriented pamphlets, brochures, and other materials designed to effectively explain citizen responsibilities and privileges with regard to use of the radio spectrum and participation in Commission regulatory and rulemaking activities.
