Geographic Relevance: International

Purpose: The OECD Registry collects and distributes classified and unclassified memos, studies and publications containing general information and statistical data to U.S. Government agencies and Congress on a wide range of economic (broadly defined) subjects. The documents are essential to action officers in the various agencies who must prepare U.S. positions for the numerous meetings of OECD Committees and their subgroups. This information dates back to 1961 and is stored in FADRC and the Suitland Records Center. Input: Data are compiled by the OECD in Paris through questionnaires, studies, and information submitted by the member countries. This system serves as an internal information system for all other government agencies. Content: Documents and publications contain information and statistical data in such areas as economic problems, developing countries, environment, employment, energy policy, nuclear energy, industry, agriculture, fisheries, tourism, inland transport, maritime transport, and education. This information is used in answering requests and aids in writing reports and studies and in formulating U.S. Government positions on issues being hanIdled in the OECD.

BUREAU OF INTERAMERICAN AFFAIRS

Purpose: The OAS services 28 delegations to the Organization of American States. They are Permanent Missions and receive a daily distribution of a variety of documents. Input: The OAS employs many of its own technicians who prepare these varied reports and documents. Other reports may be done on a contract basis. Content: Information content may be political, educational, scientific, cultural, economic, technical, budgetary or administrative in nature. It can be compared to that of the United Nations, except that the OAS is a regional (Latin America) organization.

Availability: Foreign Affairs Research Papers Available and the classified Studies in Foreign Affairs are distributed to Government officials by the Office of External Research.

Purpose: The Office of External Research maintains the Foreign Affairs Research Documentation Center to facilitate the exchange of information on completed research between the Government and the academic community, thereby increasing the utilization of research results and helping avoid duplication. Input: Primary sources of information are Government agencies and departments that award contracts and grants to outside specialists for research that falls within the scope of operation; and individual scholars, universities, research centers, and professional associations that engage in foreign affairs research. These sources are primarily domestic, only occasionally foreign or international. Content: The collection contains classified and unclassified Government-supported studies and private research papers that involve the application or advancement of the social sciences and humanities as they bear substantively on foreign affairs. Normally papers produced within the past three years are accessioned into the center and retained for five years. In-house research is not included. Output: All studies in the Center are available in hardcopy for loan to interested U.S. Government officials. Due to copyright and other restrictions, only those studies prepared for the Department of State are available to the general public. Studies accessioned into the Center are publicized via the monthly accessions list of new additions, Foreign Affairs Research Papers Available, and in annual cumulative geographic compilations, Special Papers Available. Also produced for Government use only is the annual Studies in Foreign Affairs, which is a bibiliography of classified Government-supported research.

Availability: U.S. Government employees can obtain copies of both the unclassified and classified volumes of the report by contacting the Research Services Staff, Department of State. Only those Government employees with a currently active security clearance can obtain copies of the classified volume. Private individuals may purchase copies of the unclassified volume from GPO.

Purpose: This system is designed to avoid duplication of effort, to suggest and facilitate joint funding of research, and to encourage the wider utilization of research results by facilitating among agencies of the U.S. Government the exchange of information about external foreign affairs research projects in progress or recently completed. Input: Data about current external research projects on foreign societies and international relations supported through contracts and grants are provided by agencies of the U.S. Government. Content: Content describes Government-supported external research projects that focus on any aspect of human behavior or social activity in foreign societies or on any aspect of the international

system. Basic, applied, and policy research are included. Excluded are research projects that deal solely with U.S. domestic affairs or involve the physical or biological sciences but do not study their behavioral or social aspects or implications. Cited for each project, when known, are title, beginning and ending date, funding agency, cost, contractor/grantee, principal investigator, geographic regions and countries that are either the subject or locus of the research, subject descriptors and key words that best identify the project, a 100-word summary, and a list of resulting studies. Output: The principal report is Government-Supported Research on Foreign Affairs: Current Project Information which is published annually in two volumes, one reporting on unclassified and the other on classified projects active during the preceding fiscal year. Each volume contains regional and subject indices. Custom searches can be done for Government employees on request when project information is not readily accessible from published listings or when updated information is required.

Purpose: This section maintains central files of all U.N. and U.N.related documents; provides research and reference service on such documents for the Department of State, other Government agencies, the U.S. Mission to the United Nations, Congress, and to private organizations and individuals. The master file maintained is the U.S. Archival record of U.S. participation in the United Nations. Input: Documentation processed consists of all material relevant to the General Assembly, the Security Council, and the Economic and Social Council and its subsidiary bodies, as well as international and regional economic surveys and statistical yearbooks. The section also processes documentation and publications from the regional commissions at Geneva, Bangkok, Addis Ababa, and Santiago, as well as those from UNCTAD and UNIDO at Geneva and Vienna. Content: The contents go back to the beginning of the United Nations in 1946. They include the provisional verbatim and/or summary records of all meetings of the General Assembly and its seven committees, the Security Council, and the Economic and Social Council. A master file of U.S. U.N. press releases for the same period and other documentation for its current use is also maintained. The file can be used to identify and retrieve all U.N. documentation. The card catalog system is maintained up-to-date with exchange of analyses between this office and its counterpart in the U.S. Mission in New York. Output: Output is reports, directories, handbooks, publications, and copies of U.N. documentation on a daily basis. The section also compiles all data for a roll-call vote catalog.

Purpose: The library supports the subject courses by providing highly specialized and carefully selected collections of books and magazines covering a multiplicity of subjects. Content: The collection contains approximately 400 monographs and over 300 periodical titles on subjects relevant to the current curriculum. The library provides reference and bibliographical service to the faculty and over 12,000 students per year.

Geographic Relevance: International

Purpose: The function of the Division is to collect and maintain publications, recurring and monographic, prepared by AID and under AID support and to service and make these materials available within AID and on demand to persons outside of the Agency and in the less developed countries. Also, it acquires pertinent externally prepared technical publications, periodicals, and documents in development assistance fields required by AID personnel. Input: The collection includes all major documents, publications, and reports produced by AID Offices and Missions as well as all major documents, publications, and reports produced under AID support by contractors and/or grantees and materials pertinent to development assistance project design and implementation produced commercially and/or by other foreign assistance donors. Content: The information content varies. AID documentation materials comprise program analyses and presentations; sector analyses and strategy paper; project design documents, implementation orders, and project and special evaluations. Technical materials range from state-of-theart surveys to detailed scientific/technical reports, all focused on resolving specific blocks to Third World development. AID programs and projects span the following congressionally mandated

substantive fields: food production and nutrition; health, population and family planning; education and human resources development; urban planning and development; and selected applications of science and technology in other developmental sectors. The information resource attempts to represent AID-generated materials comprehensively and to maintain current working collections of materials produced commercially and/or by other foreign assistance donors.

R and D listings and microfiche of many materials are available in several key LDC research centers.

Purpose: The source provides: 1) guidance in design and use of information components in projects/contracts/grants; 2) ongoing monitorship of information activities; 3) management of R and D outputs; 4) "packaged" technical information outputs; 5) Dissemination of these technical information outputs, directly and through international information networks; and 6) technical assistance LDCs, as required, to upgrade competencies in the information sciences. Input: Technical information is provided by TAB contractors and grantees, representing U.S. academic institutions, research institutes, consultant firms, and regional research centers located in LDCs. Content: Source contains information in all mission oriented areas of development assistance. Materials 1) identify obstacles to LDC development, 2) summarize what is known at a given point in time regarding solutions to these obstacles, 3) contrast varying approaches toward solving, these problems, 4) record progress achieved in individual courses of action, and 5) document sources of assistance/expertise in developmental problem solving available to LDCs and USAID-missions. Technical information contained in the source dates to 1962 and is continuously updated. The DS technical information source does not contain programmatic documentation used in AID project development, in obligation of funds, or in administrative review. Output: R and D materials produced under TAB-sponsorship include: 1) Base R and D catalog, 1962-76: access by author, subject, contractor/grantee; 2) quarterly abstract journal: AID Research and Development Abstracts (600 R and D titles announced per year); 3) on-demand printed query responses; and 4) subject lists of R and D produced (SDIs).

tional agencies, American business, the media, and the public; and to provide program, economic, and social data in support of the Agency's congressional presentation. Input: Sources of information include publications and reports of U.S. and foreign governments, international organizations, such as UN and specialized agencies, and many individual country statistical services. Content: Data are based on uniform concepts and definitions to permit intercountry and interregional comparisons. Also available are statistical data on all U.S. economic and military assistance programs to developing and developed countries and on assistance from international organizations to these countries. In addition, some analyses of financial and program operational activities of AID are provided. Purpose: This is the day-to-day working law collection of the Office of the Legal Adviser, house counsel to the Department of State and the overseas posts (Embassies and Consulates, Consulates General). Input: Most of the material is purchased, but some is received on U.S. Government Depository Library Program. Content: Library has about 12,000 books, including all editions of U.S. Code, U.S. Reports, all of Fed., Fed.2d, Fed. Supp., Fed. Rules Decisions, Attorney General opinions, Compt. Gen. decisions, all of U.S. Decennial Digests, beginning with Century, American Jurisprudence & AmJur 2d, American Law Reports 1, 2 and 3, also ALR Fed. As stated, Congressional Record for past 25 years, full holding of Federal Register, current CFR, treaties in area of international law, and also domestic areas (general and constitutional), and miscellaneous reference books. Also U.S. Statutes, and all U.S. treaty compilations, together with United Nations Treaty Series. Library also subscribes to various looseleaf services from Commerce Clearing House, Bureau of National Affairs, and others; library maintains back holdings on about 35 law reviews. Library has back holdings preceding 1971/1972 on regional U.S. law reporters (discontinued due to lack of sufficient use to justify, and lack of floor space, also because we have access to Department of Interior Law Library at 19th & Virginia Ave.).
