The hearing will now come to order. This morning we shall be concerned with Senate bill S. 705, the National Arthritis and Rheumatism Act. The bill, together with the departmental reports which have been received thereon, will be inserted at this point in the record. (The material referred to is as follows:) [S. 705, 81st Cong., 1st sess.] A BILL. To amend the Public Health Service Act to support research and training in diseases of arthritis and rheumatism, and to aid the States in the development of community programs for the control of these diseases, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "National Arthritis and Rheumatism Act." PURPOSE SEC. 2. The purpose of this Act is to improve the health of the people of the United States through the conduct of researchers, investigations, experiments and demonstrations relating to the cause, prevention, and methods of diagnosis and treatment of diseases of arthritis and rheumatism and related diseases; assist and foster such researches and other activities by public and private agencies, and promote the coordination of all such researches and activities and the useful application of their results; provide research and clinical fellowships and training in medical schools in matters relating to arthritis and rheumatism, including refresher courses for physicians, and develop an information center, and assist States and other agencies in the use of the most effective methods of prevention, diagnosis, and treatment of arthritis and rheumatism, and the rehabilitation of those who have been victims of these diseases who have been left with residual deformities. RESEARCH AND TRAINING SEC. 3. The title of title IV of the Public Health Service Act (42 U. S. C., eh. 6A) is amended by adding at the end of section 406 the following new part: "PART. NATIONAL ARTHRITIS AND RHEUMATISM INSTITUTE. “ESTABLISHMENT OF INSTITUTE "SEC. There is hereby established in the Public Health Service a National Arthritis and Rheumatism Institute (hereafter in this part referred to as the 'Institute'). 1 |
